Tuyen Quang mobilizes more than 64 trillion VND to implement national target programs for the 2021-2025 period

On the afternoon of June 16, the People's Committee of Tuyen Quang province held a conference to review national target programs including: New rural construction program, Sustainable poverty reduction program and Socio-economic development program for ethnic minority and mountainous areas for the period 2021-2025.

After 5 years of implementing 3 national target programs for the period 2021-2025, Tuyen Quang province has mobilized a total of more than 64,000 billion VND of resources (of which the state budget is more than 7,350 billion VND, accounting for about 11.5% and mobilizing other resources is more than 56,800 billion VND, accounting for about 88.5%).

Of which, the new rural construction program mobilized more than 59,000 billion VND, focusing on investing in rural infrastructure and production development.

The sustainable poverty reduction program mobilized more than 1,100 billion VND, supporting livelihoods and social security.

The socio -economic development program for ethnic minority and mountainous areas mobilizes over 3,100 billion VND, prioritizing infrastructure and economic, cultural and social development in disadvantaged areas.

With the motto "people do, state supports", authorities at all levels have mobilized people to actively participate in many different forms such as: donating land, contributing working days, materials, cash to build infrastructure such as roads, village cultural houses, irrigation canals... contributing to improving the effectiveness of national target programs.

Up to now, Tuyen Quang province has had 88/121 communes meeting new rural standards, reaching 72.72%, exceeding the target set by the Resolution of the 17th Provincial Party Congress, term 2020-2025 of 4.72%; of which 20 communes met advanced new rural standards, 8 communes met model new rural standards. The average criterion of the whole province reached 17.02 criteria/commune.

By 2024, the poverty rate in the province will decrease to 10.2%; it is expected that in the 2020-2025 period, the average multidimensional poverty rate will decrease by 4%. The average gross regional domestic product (GRDP) per capita will reach 65.76 million VND.

Essential infrastructure in the province has been focused on and invested in, including asphalting and concrete construction of nearly 1,350km of roads; 191 irrigation works; 65 domestic water works; and hundreds of cultural houses, medical stations, and schools have been newly built and upgraded.

The rate of communes meeting health standards reached 98.5% and achieving universal education at all levels; 275 OCOP products from 3 stars or higher; 13 community cultural villages associated with tourism; deploying online public services, Internet coverage in 100% of communes.

The appearance of the countryside is increasingly spacious, bright, green, clean and beautiful; essential infrastructure is invested synchronously; agricultural production is innovated in the direction of applying technology, increasing added value and income for people.

Material and spiritual life has gradually improved, cultural identity has been preserved, the environment has been cared for, national defense and security have been maintained and the great national unity bloc in the province has been consolidated.

Tuyen Quang City is the first district-level unit of Tuyen Quang province to be recognized for completing the task of building new rural areas since 2020.

Tuyen Quang strives to build new rural areas

At the conference, delegates discussed and shared experiences and good practices as well as pointed out difficulties and obstacles in the implementation of national target programs.

Through practical implementation, localities believe that clear decentralization has helped the district level be more proactive in management, promptly remove obstacles, and at the same time promote initiatives suitable to the actual conditions of each region.

Delegates in remote, isolated and disadvantaged districts suggested that the province continue to pay attention to allocating investment resources for essential infrastructure, especially transportation, electricity, domestic water and cultural, medical and educational works; at the same time, it is recommended that there should be more appropriate support policies for people participating in livelihood models, vocational training and OCOP product development associated with community tourism.

Speaking at the conference, comrade Nguyen The Giang, Vice Chairman of the Provincial People's Committee acknowledged and commended the efforts and contributions of the Party Committee, government, Fatherland Front, socio-political organizations, cadres, party members, armed forces and people in implementing the National Target Programs in the province.

He also pointed out that, in addition to the achieved results, there are still limitations that need to be overcome, such as: Some localities are still confused in planning, allocating resources and organizing the implementation of tasks; a part of the people, especially in remote areas, ethnic minority areas, still have a wait-and-see mentality and have not proactively approached livelihood models, science and technology, vocational training, and labor export.

He requested that all levels, sectors, and localities, especially the commune level after the merger, continue to promote their leadership role and proactively and synchronously implement socio-economic development tasks. Effectively manage and use existing facilities to avoid waste, especially headquarters, schools, medical stations, and cultural houses after the merger. Focus on effectively implementing target programs for the 2026-2030 period in a comprehensive, focused, and sustainable manner.

All levels and sectors need to strengthen the study, understanding and concretization of major policies of the Central Committee, especially the four key resolutions of the Politburo; proactively review the public investment plan for 2025, propose a plan for the 2026-2030 period, and prioritize capital for essential projects serving production and people's lives in ethnic minority areas.

Along with that, departments, branches and communes need to proactively research and propose specific mechanisms and policies suitable to the post-merger situation; expand cooperation with central ministries, branches, international organizations, experts and the private sector to effectively mobilize resources and improve the quality of implementation of programs and projects in the area.

On this occasion, 1 collective was awarded the Emulation Flag of the Provincial People's Committee; 110 collectives and 208 individuals were awarded Certificates of Merit by the Chairman of the Provincial People's Committee for their outstanding achievements in organizing and implementing National Target Programs in the province.
