From June 1, the 10,000 billion VND anti-flooding project in Ho Chi Minh City resumes construction.

The investor of the 10,000 billion VND flood prevention project in Ho Chi Minh City will mobilize personnel and equipment to resume construction of Ben Nghe culvert from June 1, 2024, after more than 3 years of suspension.

Trung Nam Construction Investment Joint Stock Company (investor) has just sent document No. 342/024/CV/TNG to the People's Committee of Ho Chi Minh City to announce the resumption of construction of Ben Nghe tide control sluice under the Project to solve flooding caused by tides in Ho Chi Minh City area taking into account climate change factors, phase I (10,000 billion VND flood prevention project).

The investor said that it will start mobilizing personnel and equipment to resume construction of Ben Nghe culvert from June 1, 2024. The estimated completion time is 4-6 months.

According to the investor's report, Ben Nghe culvert has completed 97% of the volume. Completed items include: culvert body, installed submerged gate. Currently, construction of stone carpet to reinforce riverbed, completion of management house and landscape is temporarily suspended.

The investor added that while waiting for the City budget to authorize the Ho Chi Minh City State Financial Investment Company (HFIC) to lend the investor for construction, the enterprise negotiated with contractors to advance other capital sources to construct the Ben Nghe tide control sluice.

As soon as the entrusted capital is available, the enterprise will borrow capital to complete the overall construction of other items of the entire project.

To support the construction of Ben Nghe tide control sluice, the investor requested the Ho Chi Minh City People's Committee to soon approve the location of dumping mud and soil at the Aquaculture Center in Phu Xuan Commune, Nha Be District in May 2024 for dredging and rock layering to reinforce the riverbed.

At the same time, grant construction permits for items to be deployed onshore. And receive the Ben Nghe tide control sluice project after completion.

According to the investor's report, up to now, the entire Ho Chi Minh City flood prevention project has completed more than 90% of the work volume, but the project has been temporarily suspended since November 15, 2020 until now.

The investor said that due to the extension of the project implementation period, interest expenses arose, the total investment increased from VND 9,976 billion to VND 14,398 billion. Of which, interest expenses increased from VND 410 billion to VND 2,843 billion due to the project's prolonged delay.

The project to solve tidal flooding in Ho Chi Minh City, phase I (total investment of nearly 10,000 billion VND), started in mid-2016 and is expected to be completed in 2018.

However, after many extensions, the project has not yet determined the final completion date. The goal of the project after completion is to control flooding due to high tides for an area of 570 km2 with about 6.5 million people in Ho Chi Minh City.
