From July 1, regional minimum wage according to new commune-level administrative units

According to Decree No. 128/2025, dated June 11, 2025 of the Government regulating decentralization and delegation in state management of the internal affairs sector, effective from July 1, 2025, the determination of regional minimum wages implemented according to district-level administrative units will be shifted to determination according to new commune-level administrative units.

Accordingly, the list of new commune-level administrative units is classified into 4 regions to serve as the basis for determining the minimum wage. The minimum wage is the lowest wage paid to workers doing the simplest jobs under normal working conditions, in order to ensure the minimum living standards of workers and their families, in accordance with socio -economic development conditions. The current regional minimum wage is being applied according to the provisions of Decree No. 74/2024/ND-CP stipulating the minimum wage for workers working under labor contracts. The minimum wage in region I is currently 4.96 million VND/month; region II is 4.41 million VND/month; region III is 3.86 million VND/month; region IV is 3.45 million VND/month. The corresponding minimum hourly wage in region I is 23,800 VND/hour, region II is 21,200 VND/hour, region III is 18,600 VND/hour, and region IV is 16,600 VND/hour.

The application of regional areas is determined according to the employer's place of operation, implemented according to Clause 3, Article 3 of Decree No. 74. Specifically, employers operating in an area of ​​a region shall apply the minimum wage prescribed for that area. Employers with units or branches operating in areas with different minimum wages shall apply the minimum wage prescribed for that area to their units or branches. Employers operating in industrial parks or export processing zones located in areas with different minimum wages shall apply the area with the highest minimum wage. Employers operating in an area with a change of name, or administrative division, shall temporarily apply the minimum wage prescribed for the area before the change of name, or administrative division until the Government has new regulations. Employers operating in a newly established area from one area, or multiple areas with different minimum wages, shall apply the minimum wage according to the area with the highest minimum wage.

In particular, when applying the monthly minimum wage and the hourly minimum wage to employees working for employers in new commune-level areas, if there are cases where the minimum wage is lower than before July 1, 2025, the employer shall continue to apply the minimum wage as applied to district-level areas before July 1, 2025, until the Government has new regulations.

In Khanh Hoa, the list of commune-level areas applying the regional minimum wage from July 1 is as follows: Region II includes the wards: Nha Trang, North Nha Trang, West Nha Trang, South Nha Trang, North Cam Ranh, Cam Ranh, Cam Linh, Ba Ngoi, Ninh Hoa, Dong Ninh Hoa, Hoa Thang and the communes: South Cam Ranh, Bac Ninh Hoa, Tan Dinh, South Ninh Hoa, Tay Ninh Hoa, Hoa Tri. Region III includes the wards: Phan Rang, Dong Hai, Ninh Chu, Bao An, Do Vinh and the communes: Dai Lanh, Tu Bong, Van Thang, Van Ninh, Van Hung, Dien Khanh, Dien Lac, Dien Dien, Suoi Hiep, Dien Tho, Dien Lam, Cam Lam, Suoi Dau, Cam Hiep, Cam An, Ninh Phuoc, Phuoc Huu, Phuoc Hau, Phuoc Dinh, Ninh Hai, Xuan Hai, Vinh Hai, Thuan Bac, Cong Hai. Region IV includes the remaining communes, wards and special zones.
