From 1-7, use identification number instead of tax code, no need to re-declare

Not only individuals but also households, business households, and individual businesses will use the identification number of the representative to fulfill tax obligations, instead of being granted a separate tax code as before.

From July 1, 2025, personal identification numbers will officially replace tax codes for individuals, households and business households in all transactions with tax authorities.

This is a major administrative reform step in the tax sector, aiming to simplify procedures, increase data connectivity and improve management efficiency, and better serve taxpayers.

According to the new regulations, the personal identification number will officially replace the current tax code in all transactions with the tax authorities. Not only individuals but also households, business households, and individual businesses will use the identification number of their representative to fulfill tax obligations, instead of being issued a separate tax code as before.

Unifying data between the Ministry of Finance and the Ministry of Public Security in the spirit of Project 06 helps form a synchronous management system, limit duplication, shorten processing time and reduce compliance costs.

For individuals who have been granted a tax code before July 1, 2025, if the information matches the National Population Database, the tax authority will proactively switch to using identification numbers without incurring additional administrative procedures. In case the data is not synchronized, the tax code will be put into a pending status and the taxpayer needs to update the information to complete the conversion.

For individuals with multiple tax codes, the tax authority will consolidate them into a single number based on the personal identification number. Old invoices and documents will continue to be used normally, without needing to be modified. Particularly for businesses with multiple locations, from July 1, 2025, the tax authority will no longer issue separate codes for each location.

Instead, the representative individual uses only one unique identification number to fulfill tax obligations at all locations where activities occur. Old codes will be automatically converted to the corresponding personal identification number.

The Tax Department said that replacing tax codes with personal identification numbers brings many practical benefits. People do not need to remember many codes, do not have to submit copies of their citizen identification when declaring, but only need to write the correct identification number. The system will automatically compare with the population database to confirm information, helping to significantly reduce the time for processing procedures and limit errors in verifying taxpayer information.

Not only will people benefit from this change, businesses will also save time and money when declaring personal income tax for employees.

Previously, business accountants had to manage a series of employee tax codes, which could easily lead to confusion or data errors. Now, just enter the personal identification number and all information will be automatically connected.

Ms. Nguyen Thi Thu, chief accountant of a real estate company in Hanoi , said that the company has more than 100 employees. Annual personal income tax settlement is quite difficult due to duplicate names or wrong codes. I hope that when using personal identification numbers, the declaration will be faster, more accurate, and without errors.

Mr. Bui Hong Nguyen (Tan Binh District, Ho Chi Minh City), a freelance worker, also expressed his agreement: “I don’t remember my tax code, so every time I do tax refund procedures, I have to look it up. Now, I only need to use my citizen identification number to have full information, very convenient.”

According to experts, replacing tax codes with personal identification numbers is an important step in the national digital transformation roadmap. Synchronizing data between tax authorities and police agencies will improve management efficiency, increase transparency, prevent tax evasion, and reduce administrative costs for the State and society.

Currently, the tax sector is urgently implementing many key solutions. Among them, the most important is to closely coordinate with the Ministry of Public Security and localities to review and standardize personal tax data, ensuring that all information matches population data before officially applying from July 1.

Along with that, deploy technical solutions to ensure the transition process goes smoothly, without interrupting taxpayers' operations. Data is being reviewed, standardized and updated into the electronic tax management system.

Applications such as iCanhan, eTax Mobile, the Tax Department's Electronic Information Portal (www.gdt.gov.vn) and the Electronic Tax Portal (thuedientu.gdt.gov.vn) are ready to support people in searching, updating information and performing procedures online. At the same time, local tax officials will directly support taxpayers at the facility.

The Tax Department affirmed that the use of personal identification numbers instead of tax codes does not cause disruption, but on the contrary, brings many conveniences and improves service quality. The consistent message emphasized by the tax industry is “One person - one number - one data,” aiming at a modern, open, transparent and people-centered administration.
