The information was shared by Minister of Health Dao Hong Lan at the ceremony announcing the decision to appoint 33 members of the National Medical Council on June 26.
According to the Ministry of Health , by the end of 2024, Vietnam will have 214 medical training facilities with 66 universities. Of these, 34 will train medical doctors, 18 will train dentists, 13 will train traditional medicine doctors, and 10 will train preventive medicine doctors. The Ministry of Health alone will manage 22 schools and institutes. The number of doctors graduating in 2024 will be about 12,000.
While many developed countries and the vast majority of countries in the ASEAN region (such as Cambodia, Laos, Singapore, Thailand...) have national exams to issue medical practice certificates, Vietnam does not have this exam yet.
According to the provisions of the Law on Medical Examination and Treatment (current), a person who wants to practice medicine not only needs to have a medical doctor's degree as well as a number of related fields, but must also pass the professional competency assessment exam organized by the National Medical Council.
The establishment of the National Medical Council is considered to more closely control compliance with ethical standards, professional standards and medical examination and treatment procedures, protect patients' rights, limit medical errors, and integrate internationally.
According to Minister Dao Hong Lan, the establishment of this Council aims to organize an exam to assess medical practice capacity according to international standards, creating an independent and objective inspection system.
"Having an independent assessment agency will force medical training institutions to improve teaching quality and output standards, avoiding the situation of 'mass training' and poor quality. Thereby, only those with professional qualifications and ethics will be granted practice licenses," said the head of the health sector.
The National Medical Council currently has a Chairman, Deputy Minister of Health Tran Van Thuan, 3 Vice Chairmen and 33 members.
The first position to be tested for medical practice capacity will be the doctor. According to the Law on Medical Examination and Treatment, the National Medical Council will conduct testing for doctors from January 1, 2027; from January 1, 2028 for the positions of physician, nurse, midwife; from January 1, 2029 for the positions of medical technician, clinical nutritionist, outpatient emergency worker, and clinical psychologist.
Assessing the important role of the Council in improving the quality of medical human resources, the Minister assigned the Council to urgently develop a set of tools to assess medical examination and treatment practice capacity and a process to assess medical examination and treatment practice capacity.
Professor, Dr. Tran Diep Tuan, Chairman of the Council of Ho Chi Minh City University of Medicine and Pharmacy, member of the National Medical Council, said that there is only 1.5 years left to prepare for the first exam.
"Not only must the Council compile a set of assessment tools and a question bank, it must also develop a testing process, a test bank management software, and an exam organization management software. If it is better, these two software can coordinate with each other and prepare for the exam organization," said Professor Tuan.
