The political report presented at the congress stated: Over the past 5 years, under the leadership and direction of the Party Committee and the School Board; the direction and guidance of the General Department of Politics of the Vietnam People's Army, the emulation movement and trade union activities have achieved many important results.

Notably: The Party Committee, the School Board of Directors, Party Committees, and leaders at all levels have had many policies and measures to lead and direct, promoting the capacity and creativity of the staff and union members in performing their duties and responsibilities.

The content and form of activities are flexible, effective, and suitable to the requirements of the school training political cadres at the squad level. Many models and emulation movements with creative and effective ways of doing things bearing the mark of the trade union have been widely deployed and have had a widespread influence, typically the models "Good lectures, 3 good things", "Beauty of the lecture hall", "Kitchen for soldiers with camaraderie", "3 exemplary behaviors"...

Through activities, the role of the trade union organization is always affirmed; political awareness, professional capacity, expertise, working style, and solidarity of the staff and union members are increasingly improved...

At the congress, delegates enthusiastically discussed and seriously and objectively evaluated the achieved results, pointed out the limitations and causes, and drew 4 lessons learned from school union activities over the past 5 years.

The Congress also agreed on the direction, goals, tasks and solutions for trade union activities in the next 5 years, identifying 3 breakthroughs: Improving the quality of information technology application in trade union activities andeducation work; innovating and improving the quality of emulation and campaigns in a practical, appropriate and effective manner; training and improving the quality of trade union cadres at the grassroots level.

In order for the school's trade union activities to be highly effective in the coming years, in his speech directing the congress, Lieutenant General Nguyen Quoc Tuan requested: Trade union organizations need to continue to innovate the content and form of activities; in which, focusing on encouraging the spirit of self-study, training to improve comprehensive knowledge for the team of union officials and members; effectively organizing emulation movements associated with the Emulation Movement for Victory; paying attention to and taking care of protecting the legitimate and legal rights and interests of union officials and members. Focusing on building a team of union officials with aspirations, enthusiasm, exemplary and high sense of responsibility, with moral qualities, capacity, and skills in trade union work.
