Convergence of many outstanding advantages
Located in Phu My City, Ba Ria - Vung Tau Province (BR-VT), right next to the Cai Mep - Thi Vai deep-water port cluster, Cai Mep Ha Logistics Center has a planned area of 1,763 hectares, oriented to develop into a logistics and seaport service area of national and international scale. According to the plan approved by the Prime Minister, this Center will include 3 functional areas: Port, logistics service area, duty-free area - auxiliary production, serving import and export activities.
Not only has a strategic location at the maritime gateway, Cai Mep Ha is also connected to the planned Bien Hoa - Vung Tau railway, Bien Hoa - Vung Tau expressway, National Highway 51, Ho Chi Minh City - Long Thanh - Phu My economic corridor - Cai Mep - Thi Vai port, forming a complete multimodal transportation - logistics system. Cai Mep Ha TTLG is designed as a "logistics ecosystem" with a full service chain from warehousing, packaging, distribution, inspection, customs declaration, international transportation.
In the context of the world supply chain tending to restructure to diversify transit points, avoiding dependence on a few countries, Vietnam in general and Ba Ria-Vung Tau in particular have emerged as a new strategic choice for multinational corporations.
According to statistics, the volume of containerized goods passing through Cai Mep - Thi Vai port area increases by an average of 13 - 15% per year. More than 80% of this volume is only transited, then continues its journey by road or sea to other places for processing, separation, and distribution.
This causes a huge waste of the potential of “storage - processing - on-site supply” at the international gateway area. Cai Mep Ha GMS was established to solve this problem: creating conditions for goods to not only “pass through” but also be “retained” to increase value, from preliminary processing, packaging, processing to global distribution.
According to many experts, for Cai Mep Ha Port to develop to its full potential, there needs to be synchronization not only in infrastructure but also in institutions, policies, and human resources. One of the current barriers is the lack of an inter-sectoral coordination mechanism between port authorities - customs - quarantine - logistics, causing businesses to spend a lot of time and money to carry out customs clearance, inspection, and product inspection procedures.
A representative of a logistics company said: "It is necessary to develop a model of "one-stop logistics service center" at Cai Mep Ha Port, so that businesses can complete all procedures at a single destination."
Step by step to assert new position
Many international “giants” in the field of logistics and industrial real estate have set foot in the Cai Mep Ha area such as Mapletree (Singapore), LOGOS Property (Australia), GLP (Singapore), and many Vietnamese logistics enterprises such as Gemadept, Sotrans, Tan Cang Saigon... As of May 2025, there have been dozens of logistics - warehouse - transit projects registered for investment survey in the Cai Mep Ha Center area. Among them, a number of automated distribution center, cold storage, and high-tech logistics projects are being implemented.

Recently, the Department of Industry and Trade of Ba Ria-Vung Tau province submitted a draft proposal on the project “Research on free trade zones (FTZ) associated with seaports in Cai Mep Ha area”. This is a strategic orientation, aiming to build a pioneering model with superior institutions, promote an investment environment and free trade according to international standards, create new growth momentum, aiming to develop the new Ho Chi Minh City after the merger into a maritime economic center of the region and the whole country.
Mr. Pham Viet Thanh - Secretary of the Ba Ria - Vung Tau Provincial Party Committee said that the formation of Cai Mep Ha FTZ associated with the East-West industrial - urban corridor (nearly 300km long) from Moc Bai (Tay Ninh) will create a superior comparative advantage for Vietnam compared to other countries in the region and the world.
According to Mr. Thanh, FTZ is a fairly popular model, effectively implemented in many countries around the world. The modern structure of Cai Mep Ha FTZ needs to have 3 layers to create a modern free trade ecosystem including: International deep-water transit port, TTLG area and Industrial park.
Mr. Thanh affirmed: "The province gives top priority to logistics infrastructure investment projects in the Cai Mep Ha area, considering this one of the pillars of local economic development."
BR-VT is also proposing that the Government consider issuing a special mechanism for Cai Mep Ha regarding land use planning, preferential tax rates, and infrastructure investment support. Another trend that the locality is orienting to develop in Cai Mep Ha is green and smart logistics, reducing greenhouse gas emissions in transportation, loading and unloading, warehousing, and using automation technology, AI, and Big Data for coordination.
When completed, Cai Mep Ha International Terminal will not only serve the Cai Mep - Thi Vai seaport system but also be a strategic transit station for all import and export goods in the Southeast region, the Central Highlands, and some Southeast Asian countries.
According to the vision to 2035, this place will become a national logistics hub, directly connected to seaports - airports - railways - roads - industrial parks, forming a closed supply chain "from port to shelf", the highest standard of modern logistics.
From gateway to center, from transit to added value, Cai Mep Ha is gradually affirming its position as not only a “logistics land” but also the new “heart” of logistics of the global supply chain; a model for the future of Vietnam logistics.
