Implementing the National Strategy on the Elderly to 2035, with a vision to 2045

The purpose of the implementation is to maximize the potential, role, experience and knowledge of the elderly in the fields of culture, family, sports and tourism in accordance with the wishes, needs and capabilities of the elderly; ensure that the elderly fully exercise their rights and obligations according to the provisions of law. Thereby, promoting propaganda, raising awareness and responsibility of all levels, sectors and the whole society on the work of caring for and promoting the role of the elderly in the family and society. At the same time, care for and improve the material and spiritual life of the elderly, focusing on the elderly with disabilities, the elderly who are poor and have no one to support them, the elderly of ethnic minorities; prevent and combat abuse of the elderly; build a favorable environment for the elderly to participate in cultural, sports, tourism, entertainment and recreation activities in localities across the country.

The implementation of the National Strategy on the Elderly to 2035, with a vision to 2045, has 6 implementation contents: (1) Continue to effectively implement documents regulating support for the elderly to participate in cultural, family, sports and tourism activities. (2) Provide information on the position and role of the elderly in promoting family values and educating ethics and lifestyle for the younger generation in the family. (3) Organize cultural, artistic and entertainment activities and create cultural and artistic works, preserve the cultural values of the nation. Support and encourage the elderly to participate in cultural and artistic activities at grassroots cultural and sports institutions; promote the role of the elderly in reading culture, in preserving and promoting traditional values of ethnic minorities. (4) Improve the effectiveness of models for preventing and combating domestic violence; Happy family club; trusted address in the community; Intergenerational self-help club to promote the role of the elderly in the family and community. (5) Support and encourage the elderly and their families to participate in physical education and sports movements; sports events; activities in the tourism sector. (6) Support the elderly to build a cultural family, a model family "exemplary grandparents and parents, filial children and grandchildren, harmonious husband and wife, united and loving siblings".

To effectively implement the plan, the Ministry of Culture, Sports and Tourism has assigned specific tasks to the following units:

Department of Grassroots Culture, Family and Library: Strengthen propaganda, dissemination and education activities to raise awareness of the Party's guidelines and policies, the State's policies and laws on the elderly, care for the elderly in the family and response to the issue of population aging; Organize guidance and integrate content on the elderly into activities, models and solutions to build a cultural environment.

Legal Department: Integrate and disseminate legal regulations on supporting the elderly to participate in cultural, sports and tourism activities into activities to disseminate and educate laws in the culture, sports and tourism sector.

Department of Culture of Vietnam's Ethnic Groups: Organize training on propaganda and dissemination of legal education and work on preserving and promoting ethnic cultural identity, eliminating backward customs for artisans, village elders, village - hamlet - village chiefs, artisans, and prestigious people in ethnic minority areas; Organize conferences and seminars on improving efficiency and issues related to the elderly; Conferences to honor village elders, village - hamlet - village chiefs, artisans, prestigious people who have made many contributions to the activities of preserving, maintaining, and promoting traditional cultural values of ethnic groups; Build a model of Folk Cultural Activity Clubs for Ethnic Minorities.

Vietnam Sports and Physical Training Department: Develop diverse forms of physical training and sports suitable for the elderly; Improve professional skills of cadres, instructors, and physical training and sports collaborators for the elderly; Periodically organize sports competitions and exchanges at all levels from the grassroots to the national level suitable for the participation of the elderly; Review and propose to reduce ticket prices and physical training and sports services at sports facilities that sell tickets or collect service fees for the elderly.

Vietnam National Administration of Tourism: Organize professional training for tour guides on skills and methods to support the elderly when participating in tourism activities; Review and propose to reduce ticket prices and services for visiting cultural and historical relics, museums, and scenic spots that sell tickets or collect service fees for the elderly.

Press Department: Diversify communication forms, raise awareness at all levels, sectors and the community about the impacts and measures to adapt to the issues of population aging, climate change, epidemics, digital transformation; the responsibility of families, communities and the state in caring for and promoting the role of the elderly; Propagating policies and laws on the elderly; models of elderly care in the community, models of cultural and sports activities; effective production and business models; popularizing typical examples of the elderly in political, economic, cultural and social activities.

Department of Radio, Television and Electronic Information: Propaganda about the elderly in newspapers, radio and television, general electronic information pages, and social networks.

Department of Grassroots Information and External Information: Compile and publish propaganda materials on the elderly in the form of e-books combined with static infographic simulation graphics for grassroots propaganda; Organize the production and broadcasting of radio reports and radio skits on propaganda on the elderly on radio channels with nationwide coverage and grassroots information systems.

Department of Culture, Sports and Tourism, Department of Culture and Sports of provinces and centrally run cities: Strengthen coordination with the Propaganda and Mass Mobilization Department of the Provincial and Municipal Party Committees; Provincial and Municipal Fatherland Front Committees; local agencies, departments and branches to implement the dissemination and education to raise awareness of the Party's guidelines and policies, the State's policies and laws on the elderly and respond to the issue of population aging; Innovate the content and methods of cultural, artistic, physical education and sports activities... to meet the needs of the elderly to enjoy cultural values; organize cultural, sports and entertainment activities suitable for the elderly, creating a healthy lifestyle.

During the implementation process, the Ministry of Culture, Sports and Tourism requires agencies and units to: Ensure the promotion of their roles and responsibilities in promoting cultural, family, sports and tourism activities for the elderly. Activities are organized practically, economically, ensuring efficiency, quality, diverse forms, richness and suitability for the elderly and each locality. Regularly monitor, check and evaluate, promptly supplement to suit practical requirements.
