Since high school, Dong Xuan Chinh has achieved many outstanding achievements in excellent student competitions at district, provincial and national levels. In particular, his passion for information technology urged him to constantly learn, research, and nurture his desire to conquer the heights of knowledge. Passing the entrance exam to the Military Technical Academy, Chinh was sent to study for a bachelor's and master's degree in Electronic Security Systems at the Belarusian National University of Information and Radio Electronics.

Captain Dong Xuan Chinh was commended by Command 86 in 2024.

During his 7 years of studying abroad, Chinh always strived to accumulate basic knowledge and at the same time, deeply learn about new technologies. Returning home, with the desire to contribute to the Fatherland in the military environment, he worked at Research Institute 486, Command 86, a core unit in the field of ensuring national information security. From the very beginning, Dong Xuan Chinh demonstrated a high sense of responsibility, initiative, and creativity in his work. Not afraid of challenges, he continuously researched and proposed technological solutions directly applied to the task of ensuring information security and digital transformation in the military.

During his time working at the Command and Control Automation Systems Department, Research Institute 486, Captain Dong Xuan Chinh has repeatedly played a key role in carrying out important research tasks. Promoting the pioneering spirit of youth, he has worked hard to implement highly applicable topics, meeting practical requirements in research, improving solutions, weapons, and equipment for cyber warfare missions; typically participating in the 2024 Ministry of National Defense -level task "Mass production of 'O' V10 Datadiode devices for one-way data transmission for secure data transmission" and the Ministry of National Defense-level topic "Building a system to support monitoring and information combat in cyberspace using AI technology". He also participated in implementing the API Gateway Datadiode system for the applications "Mobile document management", "Mobile command and control information system", "Software to support document duplication checking". Notably, in 2024, the product that Chinh participated in researching was awarded the "Golden Key" title by the Vietnam Information Security Association (VNISA) in the category of excellent prospective information security products. In 2025, he won the second prize at the 25th Creative Youth Award in the Army.

With persistent efforts, for 3 consecutive years (2022-2024), Captain Dong Xuan Chinh was awarded the title of Emulation Fighter at the grassroots level; in 2025, he achieved the title of Emulation Fighter at the army level, was honored by Command 86 as a "Promising Young Face" and many other noble awards in the career of protecting national cybersecurity.
