Ho Chi Minh City: Economy flourishes in the first 6 months of the year, determined to accelerate in the second half of the year

At the 10th People's Council meeting on July 24, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung said that the GRDP in the first 6 months of the year is estimated to increase by 7.82%. The city has set out 10 key tasks, determined to achieve the annual growth target of 8% or more.

At the meeting, Vice Chairman of the City People's Committee Nguyen Van Dung presented a report on the socio -economic situation. The report showed many bright spots in the city's economic picture.

Accordingly, the growth rate of gross regional domestic product (GRDP) in the first 6 months of 2025 of Ho Chi Minh City is estimated to increase by 7.82% over the same period in 2024. Total retail sales of goods and consumer service revenue is estimated to reach over 654 trillion VND, up 15.8%. The industrial sector continues to be a solid growth driver. The index of industrial production (IIP) is estimated to increase by 8.6%.

Import and export activities also recorded positive results. Export turnover was estimated at 31.6 billion USD, up 13.3%. Import turnover was estimated at 24.9 billion USD, up 13.2%.

Regarding investment, total social investment capital is estimated at VND179,725 billion, up 10.3%. Disbursement of public investment capital reached VND46,686 billion, equal to 39.2% of the plan assigned by the Prime Minister. The city also attracted nearly USD2.7 billion in foreign investment capital. During the period, 19,945 new enterprises were established. Budget revenue is estimated at VND322 trillion, reaching more than 62% of the estimate.

However, the Ho Chi Minh City People's Committee also frankly acknowledged some limitations. Some growth indicators have not met expectations. The progress of disbursement of science and technology capital is still slow. The situation of high-tech fraud continues to be complicated.

To create momentum for acceleration, Ho Chi Minh City has proposed 10 key tasks and solutions for the second half of the year. The goal is to unleash all resources to successfully achieve the GRDP growth target of 8% or more for the whole year of 2025.

Accordingly, the locality will continue to resolutely, synchronously and effectively implement the resolutions and conclusions of the Central Government, the City Party Committee and the City People's Council on the management of the socio-economic development plan for 2025; on breakthroughs in science and technology development, innovation and digital transformation, especially completing the arrangement of the organizational apparatus; strengthening decentralization, delegation of authority, and enhancing the responsibility of leaders...

At the same time, focus on restructuring industries, sectors and within industries associated with renewing the growth model towards enhancing the application of science and technology, promoting innovation, improving productivity, quality, efficiency and competitiveness. The city needs to promote planning, investment in building synchronous infrastructure; prioritizing key and important traffic infrastructure projects, inter-regional projects and large urban infrastructure, digital transformation infrastructure.

Ho Chi Minh City will also focus on developing high-quality human resources, human resources serving scientific research activities, technology development and application, innovation, creative startups; comprehensively developing cultural and social fields, ensuring harmonious connection with economic development; ensuring social security, improving the material and spiritual life of the people; continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period.
