The Office of the Ho Chi Minh City People's Committee has just sent a document to the Department of Construction, the Department of Finance and the Ho Chi Minh City Urban Railway Management Board (MAUR) to convey the opinions of the city's leaders on applying specific and special mechanisms according to Resolution 188 of the National Assembly to deploy metro line 2 (Ben Thanh - Tham Luong).
Accordingly, Vice Chairman of the City People's Committee Bui Xuan Cuong assigned MAUR to proactively coordinate with the Department of Construction and the Department of Finance to urgently deploy contents related to specific mechanisms, implementation progress and orientation for selecting consultants and EPC contractors for the project. In case of any contents beyond their authority, the units must promptly report to the City People's Committee for consideration and decision.
The Department of Construction presides over and coordinates with relevant departments to advise on project adjustments without having to adjust the investment policy. At the same time, it proposes the use of FEED technical design instead of basic design during the project adjustment process...
The Department of Finance shall preside over and coordinate the proposal to arrange the city's budget capital for the medium-term periods of 2026-2030 and 2031-2035. At the same time, work with ministries and branches to advise on organizing a working session between city leaders and leaders of central agencies. The main content is to agree to accelerate some contents on stopping ODA capital and preferential loans; adjusting the loan agreement with the German Reconstruction Bank (KfW)...
Metro Line 2 project is over 11km long, with a total investment of about 47,890 billion VND. Of which, 10,400 billion VND comes from the counterpart budget, the rest is ODA capital and preferential loans from international financial institutions.
The city has decided to convert the capital source for this project from ODA to the budget and identified this as a pilot project implemented according to Resolution 188 of the National Assembly on special mechanisms for developing the urban railway network.
On March 26, Ho Chi Minh City issued a plan to invest in 7 metro lines with a total length of 355km in 10 years in accordance with Resolution 188. Of which, 6 lines will start construction in 2027, while Line 2 is expected to start construction earlier, in December 2025.
Research on integrating metro line 2, Ben Thanh - Thu Thiem section with Long Thanh airport
Metro Line 2 (Ben Thanh - Tham Luong) is a component project in the overall metro line 2 (Cu Chi - National Highway 22 - An Suong - Ben Thanh - Thu Thiem), with a total length of about 48km with a preliminary total investment of about 152,855 billion VND.
Recently, in a document sent to the Chairman of the Ho Chi Minh City People's Committee, Truong Hai Group Investment Joint Stock Company ( THACO ) proposed to study the investment in metro line 2 (Tham Luong - Ben Thanh section; Ben Thanh - Thu Thiem) and the Thu Thiem - Long Thanh railway line.
In response to this proposal and the opinions of relevant departments, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc highly appreciated the idea of synchronously connecting the urban railway from the city center (Ben Thanh) to Thu Thiem urban area and extending to Long Thanh airport.
The integration of planning routes into a unified route Ben Thanh - Thu Thiem - Long Thanh is suitable in terms of technology and urban space development orientation.
Currently, Ho Chi Minh City has sent a document to the Ministry of Construction proposing that the Prime Minister assign the city to be the competent authority to invest in the above project. On that basis, the city requests that investors proactively research and propose related contents for synthesis and submission to competent authorities for consideration.
