Pursuant to Decision No. 484/QD-TTg dated June 7, 2024 on the organization of the 2025 Rural and Agricultural Census of the Prime Minister, on September 16, 2024, the Head of the Central Steering Committee for the 2025 Rural and Agricultural Census issued Decision No. 2235/QD-BCĐTW on the 2025 Rural and Agricultural Census plan. This is a nationwide survey with large-scale survey subjects and units, complex survey content, long survey time, and a large number of investigators, team leaders, supervisors, and Steering Committees at all levels participating.
According to the General Statistics Office ( Ministry of Finance ), the General Census of Rural and Agricultural Areas collects basic information on agriculture, forestry, fisheries and rural areas to meet the following three main purposes:
Firstly, compile relevant statistical indicators of the National Statistical Indicator System; compile socio -economic indicators to serve the assessment of the current situation, analysis of change trends, development of plans and strategies for rural development, agriculture, forestry and fishery sectors and improvement of rural living standards nationwide as well as in each locality;
Second, to serve research to evaluate the scale and structure of rural labor and agricultural, forestry and fishery labor; changes in rural infrastructure; implementation status of some contents of programs, national target in the rural and agricultural, forestry and fishery sectors; serving international comparisons of rural and agricultural, forestry and fishery sector indicators;
Third, build a database on rural areas and agriculture, forestry and fisheries to serve in-depth research; serve as a sampling frame for a number of annual periodic surveys on agriculture, forestry and fisheries and meet other statistical requirements.
According to the General Statistics Office, the Census will be conducted nationwide for all survey units. The survey subjects include: Workers participating in agricultural, forestry and fishery activities; Households participating in agricultural, forestry and fishery activities; Farms, enterprises and cooperatives participating in agricultural, forestry and fishery activities; Commune People's Committees.
The survey units of the General Census include: Households participating in agricultural, forestry and fishery activities; Farms; Enterprises and cooperatives participating in agricultural, forestry and fishery activities; Commune People's Committees.
The Census will be conducted using a comprehensive survey method combined with a sample survey. The specific time schedule includes: collecting household list information for urban areas by March 1, 2025; collecting household list information for rural areas by May 1, 2025.
Statistical indicators by point in time are collected based on actual numbers as of July 1, 2025; statistical indicators by period are collected based on numbers arising in the 12 months prior to the survey; or official numbers in 2024; or periods specified in each type of survey form. The maximum time for collecting information at the survey site is 30 days, from July 1, 2025 to July 30, 2025.
In addition, the Census will simultaneously implement two methods of information collection: direct interviews and indirect information collection from survey units.
