In the first 6 months of the year, the Provincial Steering Committee 389 has seriously implemented plans and directives from the Central and the province on the fight against smuggling, trade fraud and counterfeit goods; effectively implemented the peak period; coordinated with local forces to manage, inspect, supervise and control import and export goods, means of transport, and passengers entering and exiting the country ; closely monitored import and export goods, means of transport, and luggage of passengers entering and exiting the country ; implemented many key topics and plans... Thereby, the functional forces in the province have detected, arrested and handled 1,464 cases of smuggling, trade fraud, counterfeit goods, and criminally prosecuted 35 cases with 60 subjects.

During the peak month alone, the province's functional forces discovered, arrested, and handled 380 cases of smuggling, trade fraud, and counterfeit goods, with the value of infringing goods being VND8.8 billion.

At the conference, members of the Provincial Steering Committee 389 assessed that although the results of fighting smuggling, trade fraud and counterfeit goods have changed a lot, they are not really stable, the situation of smuggled goods and goods with fake origin is still complicated. Along with that are the difficulties due to the small force, lack of means of operation, long land and sea borders. Some functional forces in the province have encountered many difficulties in terms of warehouse locations and yards to manage and preserve administrative violation evidence when there are large quantities, specific characteristics, some cases have incurred large costs to rent places to preserve evidence and means of violation; there is also a lack of legal regulations on appraisal of administrative violation evidence.

At the same time, it is proposed to strengthen the organization of signing coordination regulations between sectors and functional forces; review, amend and supplement legal regulations related to handling smuggling, trade fraud and counterfeit goods to suit the actual situation; organize training courses and specialized training on anti-smuggling, trade fraud, identification of counterfeit goods, goods violating intellectual property, especially in the field of e-commerce...

However, due to the complex nature of the province's land and sea borders, the risk of smuggling, trade fraud, and counterfeit goods in the province is always very high. Therefore, he requested that units continue to seriously implement the Prime Minister 's direction, moving towards eliminating smuggling, production, and trading of counterfeit goods, trade fraud, and intellectual property infringement, to protect the legitimate rights and interests of honest businesses; protect security and safety; and protect the health and lives of the people. At the same time, focus on reorganizing the Provincial Steering Committee 389, requiring 54 commune, ward, and special zone chairmen to participate in the Provincial Steering Committee 389, ensuring that the Steering Committee operates from July 1, 2025.

Based on the actual situation of the management area and assigned tasks and functions, the People's Committees of wards, communes and special zones promptly complete the members of the Steering Committee 389 in the locality with appropriate composition, ensuring effectiveness, and implementing immediately when the two-level local government officially comes into operation.
