At the groundbreaking ceremony, Mr. Nguyen Anh Dung, Chairman of Dong Anh District People's Committee, said that with the consensus of the leaders of the City Party Committee and Hanoi People's Committee, the project to build a temple to worship King Ngo Quyen was started with a land area of about 6,180m2 , a total investment of more than 298 billion VND, from the budget of Hanoi City, the district and other socialized sources.
The project aims to honor and pay tribute to King Ngo Quyen - the founder of the country; preserve, embellish, and aim to build the Co Loa Citadel Relic Site into a historical - ecological - humanistic park of the capital; gradually complete the Master Plan for preserving, embellishing and promoting the value of the Co Loa Citadel Relic Site, linking the development of heritage tourism with the cultural - spiritual space, creating a driving force to promote local socio-economic development.
At the same time, it serves spiritual needs, shows gratitude to one's roots, contributes to educating patriotism, national pride, and arouses the spirit of self-reliance among all classes of people.

In 938, under the banner of righteousness, the hero Ngo Quyen defeated the Southern Han army on the historic Bach Dang River. In the spring of the year Ky Hoi 939, Ngo Quyen proclaimed himself King and established an independent State. Co Loa (Dong Anh) was once again chosen as the capital of Vietnam.
This was an event of extremely special significance, officially ending 1,000 years of Chinese domination, opening an era of independence and autonomy for the nation, continuing the tradition of the An Duong Vuong era, with the meaning of restoring national unity. Ngo Quyen has been honored by history as the founder of the Vietnamese nation.
