Reorganization of Thanh Hoa Provincial Public Administration Service Center

Thanh Hoa police handle administrative procedures for people at the Provincial Public Administration Service Center.

Accordingly, reorganize the Thanh Hoa Provincial Public Administration Service Center, under the Office of the Thanh Hoa Provincial People's Committee, on the basis of merging the Provincial Public Administration Service Center and the Administrative Procedure Control Department under the Administration - Administrative Procedure Control Department, named the Thanh Hoa Provincial Public Administration Service Center.

Head office at Provincial Library Building (28 Le Loi Avenue, Hac Thanh Ward, Thanh Hoa Province).

Location, function

The Provincial Public Administration Service Center is an administrative organization under the Provincial People's Committee Office with the function of advising the leaders of the Provincial People's Committee Office and the leaders of the Provincial People's Committee in state management of administrative procedure control and implementation of administrative procedures in the electronic environment; implementing the one-stop and one-stop mechanism; being the focal point for receiving, consulting, guiding, supervising, urging the settlement of administrative procedures and returning results to organizations and individuals; being under the direct management, direction and operation of the Provincial People's Committee Office, and at the same time being under the direction and guidance on professional expertise of competent state agencies.

The Center has its own seal and account to perform assigned tasks and powers.

Duties and powers

Timely and fully publicize by electronic means or in writing the list and contents of administrative procedures under the authority to resolve and performed at the One-Stop Section in accordance with the provisions of law on administrative procedure control and relevant legal provisions; at the same time, support organizations and individuals having difficulty in accessing public information on electronic means.

Guide, receive, check the validity and completeness of documents according to regulations; digitize and transfer documents to competent authorities to handle administrative procedures; return administrative procedure handling results to organizations and individuals according to regulations of law; collect fees, charges, and financial obligations (if any) according to regulations; refuse to accept documents that do not comply with regulations.

Coordinate with relevant agencies and units to resolve and return settlement results to organizations and individuals in cases where administrative procedures require same-day settlement or administrative procedures are assigned or authorized to officers, civil servants and public employees at the One-Stop-Shop Section for settlement; support organizations and individuals in performing online public services; request competent settlement agencies and relevant agencies and units to provide information and documents serving the work of receiving and settling administrative procedures.

Preside over monitoring, supervising, evaluating, and urging the settlement and return of results by relevant agencies and units in accordance with approved procedures; request competent authorities to provide information on the reception and progress of administrative procedure settlement for organizations and individuals; urge agencies and units to process incoming or overdue records.

Receive, process or report to competent authorities to resolve reflections, recommendations, complaints and denunciations of organizations and individuals related to the implementation of administrative procedures at the One-Stop Section or related to cadres, civil servants, public employees, employees and competent authorities in the process of handling administrative procedures; forward explanations of competent authorities to organizations and individuals according to regulations.

Coordinate with relevant agencies and units to organize training and improve professional qualifications for cadres, civil servants, public employees and employees working at the One-Stop Department. Monitor, urge, comment and evaluate the compliance with public discipline, internal rules and working regulations for cadres, civil servants, public employees and employees working at the One-Stop Department.

Arrange, manage, and propose upgrading facilities and equipment to meet the operational requirements of the One-Stop Section as prescribed in Article 13 of Decree No. 118/2025/ND-CP of the Government . Provide necessary legal support services, payment of financial obligations, foreign language and ethnic language translation (if necessary), photocopying, printing documents and other necessary services for organizations and individuals upon request at prices approved by competent authorities.

Propose innovative and improved solutions to improve service quality and efficiency, facilitate organizations and individuals in performing administrative procedures; organize or coordinate the organization of information and propaganda about the activities of the One-Stop Section and the implementation of administrative procedures under the one-stop and inter-connected one-stop mechanism.

Advise and assist the Chief of Office of the Provincial People's Committee in organizing the implementation of administrative procedure control work in the area, including the following tasks:

- Guide, monitor, urge and inspect the implementation of administrative procedure control work, implementation of administrative procedures of agencies and organizations under the management of the Provincial People's Committee; summarize the situation and implementation results, and report according to regulations.

- Organize the implementation of administrative procedure reform tasks and the one-stop, one-stop mechanism in handling administrative procedures at the local level; communication work on administrative procedure reform. Give opinions on administrative procedures stipulated in draft legal documents under the authority of the Provincial People's Committee.

- Control the quality of announcement and publication of administrative procedures under the jurisdiction of local authorities; control the provision of administrative procedures in the electronic environment for administrative procedures under the jurisdiction of the locality.

- Research and propose policies, solutions, and initiatives to reform administrative procedures and related regulations; replicate new models and good practices in administrative procedure reform to submit to competent authorities for decision; evaluate and handle the results of administrative procedure review according to the provisions of law.

- Receive and handle feedback and recommendations from organizations and individuals on regulations, administrative procedures, and implementation of administrative procedures within the scope of management of the Provincial People's Committee and Chairman of the Provincial People's Committee.

- Participate in managing and operating the National Database on Administrative Procedures, the National Public Service Portal; the Government Reporting System; building, developing, managing, operating and exploiting the Provincial Administrative Procedure Information System; connecting, interoperating, integrating and sharing data on administrative procedure settlement, and providing public services to serve the leadership, direction and administration of the Provincial People's Committee and Chairman of the Provincial People's Committee.

Manage and operate the Thanh Hoa Feedback system; summarize difficulties and problems of agencies in the process of exploitation and use to promptly adjust, supplement and upgrade the functions of the Thanh Hoa Feedback system.

Receive, process and respond to feedback and recommendations from organizations and individuals on issues within the scope of resolution of the Provincial People's Committee, the Chairman of the Provincial People's Committee, and the Office of the Provincial People's Committee; at the same time, transfer for processing and monitor the results of handling feedback and recommendations in the province.

Perform other assigned tasks as prescribed by law, under the direction of the Chairman of the Provincial People's Committee and the Chief of Office of the Provincial People's Committee.

This Decision comes into force from July 1, 2025.
