On the afternoon of December 27, the Department of Home Affairs held a meeting to summarize the work in 2023 and deploy tasks in 2024. Attending the meeting were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of departments, branches, districts, cities and towns.

Improve the effectiveness and efficiency of state management
In 2023, the provincial Department of Home Affairs will continue to effectively implement the Project on organization and apparatus arrangement associated with staff management. In particular, the Department has advised the Provincial People's Committee to issue a Decision stipulating the functions, tasks, powers, and organizational structure of the unit for 17/22 departments and branches; approved the autonomy plan on organization and personnel for 20 units; implemented staff streamlining for 512 people; reduced 15 public service units under the district-level People's Committees due to mergers.

Management, training, fostering, regimes and policies for cadres, civil servants, public employees and workers in the province are carried out seriously and in accordance with regulations.
The sector has focused on advising, leading, and directing the People's Committees of districts, cities, and towns to review, develop, and submit to the Ministry of Home Affairs a plan to arrange administrative units at the district and commune levels for the period 2023-2025 in accordance with the spirit of Conclusion No. 48-KL/TW of the Politburo. Focusing on advising on the implementation of the project to adjust administrative boundaries and expand the urban space of Vinh city.
Timely deploy the development of draft Resolutions to implement Decree No. 33 of the Government regulating commune-level cadres, civil servants and non-professional workers at commune level, in villages and residential groups.

Administrative reform has many positive changes; the leadership role of Party committees at all levels, the direction and administration of authorities at all levels are more drastic, faster, and more effective; many tasks and solutions are promptly proposed to overcome shortcomings and limitations in administrative reform work at agencies, units, and localities.
In particular, the industry has advised on the establishment of an administrative reform steering committee headed by the Provincial Party Secretary, ensuring unified leadership in administrative reform work.
Emulation and reward work continues to be strongly innovated, becoming more and more substantial, ensuring timely and appropriate recognition and rewards, prioritizing direct laborers, creating motivation for development.
State management of religious beliefs has been implemented resolutely, in compliance with the law; the situation of beliefs and religions in the province is basically stable.
The field of documents and archives is increasingly receiving attention; in which, the focus is on storing electronic documents as a basis for promoting digital transformation in the field of archives to promote the value of documents to serve socio -economic development.
The management of associations, funds and non-governmental organizations, youth work, training, fostering, inspection, legislation, international cooperation, etc. have had many positive results.

In addition to the achieved results, the conference also assessed: Some agencies and units are facing difficulties and obstacles in restructuring the apparatus, and have not yet consulted on the promulgation of regulations on functions, tasks, and organizational structure. The work of advising on administrative reform in some units is not effective.
There are still cases of officials, civil servants, and public employees forgetting work, being late in work, and there are still negative public opinions about their spirit and attitude in serving people and businesses, violating discipline, administrative discipline, and public ethics to the point of having to initiate cases and prosecute defendants.
Continue to advise on the organization and arrangement of administrative units.
Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh highly appreciated the results achieved by the entire Home Affairs sector in 2023.

Emphasizing the role and position of the Home Affairs sector, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh suggested that in 2024, the provincial Home Affairs sector continue to advise on the arrangement of the apparatus of agencies and units to ensure conditions and standards according to regulations; pay attention to directing the implementation of the autonomy plan associated with the arrangement of the apparatus, management and use of payroll in public service units; direct the use of payroll, labor contracts, streamlining payroll, number of deputies and arrangement of the apparatus at departments, branches, sectors and affiliated public service units.
Focus on guiding, directing, and urging agencies and units to complete the development and approval of all job position projects before March 31, 2024 so that in the second quarter, they can focus on making salary payment plans, applicable from July 1, 2024.

The Home Affairs sector needs to resolutely advise on preparing the necessary conditions to expand the administrative boundaries and urban space of Vinh city. Closely coordinate with localities to effectively implement the arrangement of commune-level administrative units in the 2023-2025 period to ensure the achievement of the set goals and requirements, in which it is necessary to pay attention to propaganda and mobilization work so that cadres and people of the units subject to the arrangement create consensus, ensure peace for the people and the area; handle the surplus due to the arrangement of commune-level administrative units.
Continue to advise and promote the role of the Steering Committee for Administrative Reform at all levels. Advise on the effective implementation of the overall administrative reform program; promote administrative reform, especially administrative procedure reform, institutional reform, reform of apparatus, public service, civil servants and building and developing e-Government and digital Government. Implement solutions to improve competitiveness in 2024 (such as PAR INDEX, PAPI, SIPAS)...

At the same time, the Home Affairs sector needs to focus on advising on the development of a Project on decentralization and delegation of authority to implement Resolution 04/NQ-CP dated January 10, 2022 of the Government on promoting decentralization and delegation of authority in state management. It must clearly stipulate the decentralization of state management between the Provincial People's Committee and specialized agencies under the Provincial People's Committee; between the provincial government and district-level governments.
Strengthen discipline and order in performing tasks and public duties of cadres, civil servants and public employees. Pay attention to and take care of building, recruiting, training and fostering. Perform well the state management of religion; emulation and rewards; documents, archives; youth work... Promote the application of information technology, digital transformation in the Home Affairs sector,...

On this occasion, the Ministry of Home Affairs, the Chairman of the Provincial People's Committee awarded Certificates of Merit, and the Director of the Department of Home Affairs awarded Certificates of Merit to collectives and individuals with outstanding achievements in 2023.
