Mr. Phan Van Mai said the Politburo is directing the development of two resolutions on education and health.

" If we do not have a viewpoint, a legal framework, or a national policy to select the best people to become teachers and doctors. If there is no environment or policy mechanism for teachers and doctors to have the conditions to fulfill their vocation, then do not talk about the good nature of society, " said Mr. Phan Van Mai.

The draft law stipulates that teachers are entitled to the highest salary and allowances in the salary scale, but according to the Chairman of the Economic and Financial Committee, this is not enough, and there should be a salary regime that is double or triple to truly select the most excellent people.

" Who are the people who enter the teaching profession after graduating from high school? What conditions do we create to train these teachers so that they can teach our children and the future of the country ?", Mr. Phan Van Mai expressed his opinion.

This proposal, according to Mr. Phan Van Mai, has not been included in the draft Law, but the Government needs to continue to specify it, so that the upcoming Party resolution must affirm the position and role of teachers and doctors.

Along with that, the Chairman of the Economic and Financial Committee said that there needs to be mechanisms and policies to select the best people to become teachers and doctors and the best conditions for them to work and fulfill their mission.

Agreeing that there must be a worthy regime for teachers, Vice Chairman of the National Assembly Tran Quang Phuong said that the regulation that teachers' salaries are ranked highest in the administrative career salary scale system is appropriate.

" If we demand double or triple the salary for teachers, it will be related to the budget for education. The design of the draft law shows the favor of the State and society for teachers, the important thing is to attract resources, " said the Vice Chairman of the National Assembly.

The draft law also stipulates that localities and educational institutions have policies to support teachers, according to the Vice Chairman of the National Assembly, meaning that not only the central budget but also localities and educational institutions have been mobilized to support teachers.

Providing more information on this content, Minister of Education and Training Nguyen Kim Son said that the proposal to increase teachers' salaries by 2-3 times must be carefully calculated.

" With 1.2 million teachers, just a little increase needs careful calculation, because in addition to desire, there is also feasibility and roadmap calculation ," said the Minister.

Previously, presenting a report explaining, receiving and revising the draft Law, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that after receiving, the draft Law now consists of 9 chapters and 45 articles (1 article less than the draft submitted to the National Assembly on May 6).

Regarding salary policy, allowances, support policies, policies to attract and promote teachers, there are suggestions to clarify the regulations on teachers' salaries and allowances being ranked highest in the administrative career salary scale system; regulations to ensure fairness in salaries between teachers in the public sector and non-public sector.

According to the Standing Committee of Culture and Social Affairs, teachers in public educational institutions are civil servants, so their salaries are implemented according to the administrative career salary scale.

Chairman of the Committee for Culture and Society Nguyen Dac Vinh affirmed that the regulation that teachers receive the highest salary and allowances is an institutionalization of the Party's policy in Conclusion No. 91 of the Politburo. This content is basically not contrary to the spirit of Resolution 27 on reforming salary policy.

The regulation that the salary of teachers in the non-public sector must not be lower than that of the public sector may affect the policy of socializing education and violate the principles of voluntariness and autonomy of non-public educational institutions.

Therefore, Mr. Nguyen Dac Vinh said that the draft Law has been adjusted in the direction that the salary of teachers in non-public educational institutions is implemented according to the provisions of the law on labor.
