Minister of Education and Training: Strictly handle violations in graduation exams, no leniency

According to Minister Nguyen Kim Son, this year’s high school graduation exam takes place in a special context. This is the first exam for students studying under the new generaleducation program, while still ensuring the exam for students studying under the 2006 general education program who have not graduated or who need to retake the exam for university admission.

This year's exam is held in the context of implementing the arrangement and streamlining of the apparatus and organization of local governments at two levels nationwide; restructuring and rearranging the inspection system at all levels; restructuring and rearranging the local police force.

Minister Son also noted that in the direction work, it is necessary to be coherent, decisive, and in accordance with the regulations according to the motto "4 rights", "3 no's", and "2 reinforcements".

In which, the "4 rights" are: correct examination regulations and instructions; correct and sufficient procedures; correct assigned positions, responsibilities and tasks; correct timing to promptly handle unusual situations and incidents. The "3 no's" are: no negligence, subjectivity; no excessive stress and pressure; no arbitrarily handling unusual situations and incidents. The "2 strengthens" are: strengthening the sense of responsibility and professional qualifications of staff participating in organizing the examination; strengthening the spirit of self-awareness and compliance with regulations of candidates.

In addition, the head of the education sector emphasized the keyword "strict". "We must be strict in handling situations. Any violations when discovered must be strictly handled, without leniency", the Minister noted.

Exam sites need to calculate backup plans to avoid being passive in situations, and apply regulations and rules. "In any situation, if there are any questions, they need to immediately ask the higher-level exam steering committee, not hide anything, and not try to handle it themselves," said the Minister.

Previously, at the national online conference on preparations for the 2025 high school graduation exam, Prime Minister Pham Minh Chinh requested that the organization of the exam must absolutely not be subjective or negligent because sudden and unexpected factors may appear, and that preparations must be made to respond; focusing on preventing negativity in all stages of the exam.

The head of the Government requested the Ministry of Education and Training to ensure that the exam questions are of high quality, closely following the general education program that has been studied, with an appropriate level of differentiation, especially since this year's exam is organized for two groups of students studying two programs. The exam must be organized in a way that accurately reflects the core and basic knowledge of the two programs.

"Ensure absolute safety and accuracy, and prevent any negligence, incidents, or negative incidents in the transportation, printing, and management of exam papers," the Prime Minister emphasized.
