Cigarettes will be taxed at 10,000 VND/pack in 2031

(Dan Tri) - The revised Law on Special Consumption Tax was passed by the National Assembly. Accordingly, from 2027, the absolute tax rate applied to cigarettes is 2,000 VND/pack and increases to 10,000 VND in 2031.

Attending the World Conference on Tobacco Control in Dublin (Ireland) for 3 days from June 23-25, Ms. Phan Thi Hai, Deputy Director of the Tobacco Harm Prevention Fund ( Ministry of Health ), shared the strong commitment of the Vietnamese Government in the fight against tobacco harm.

Specifically, over the past 10 years, the smoking rate among adults has decreased from 23.8% to 20.8%. The rate of exposure to secondhand smoke has also decreased sharply, from 73.1% to 45.6%.

In November 2024, the National Assembly passed Resolution No. 173/2024/QH15 stipulating "Prohibiting the production, trading, import, storage, transportation, and use of electronic cigarettes, heated tobacco products, gases, and addictive substances that are harmful to human health from 2025".

In June, the National Assembly passed the amended Law on Special Consumption Tax, including the application of a mixed special consumption tax system from 2027, with a roadmap for continuous increases in tobacco taxes until 2031.

Accordingly, in addition to the proportional tax, from 2027, tobacco products (cigarettes, cigars, pipe tobacco, etc.) will be subject to an additional absolute tax. Specifically, the absolute tax on cigarettes from January 1, 2027 is 2,000 VND per pack, gradually increasing to 10,000 VND in 2031. Cigars will have a tax rate of 20,000 VND per cigarette in 2027 and up to 100,000 VND from 2031.

The World Conference on Tobacco Control is organized by the International Union Against Tuberculosis and Lung Disease (The Union).

As many countries face cuts in public health budgets and the expansion of tobacco industry marketing strategies, this year’s conference focuses on solutions to ensure sustainable financing to promote effective implementation of the WHO Framework Convention on Tobacco Control (FCTC).

Over the past 20 years, the global tobacco use rate has decreased from 22.7% to 17.3%.

This achievement was made possible by the adoption of evidence-based tobacco control policies by many countries, which have saved millions of lives from illness and premature death caused by smoking.

Approximately 5.6 billion people (71% of the world's population) are covered by at least one tobacco control policy guided by the FCTC.

Despite progress, tobacco control remains a work in progress. Implementation of public health policies continues to face many challenges.
