Thuan Bac: Actively implementing Project 06

One of the solutions to create social support for the implementation of Project 06, agencies, units in the district, and commune police have proactively coordinated to promote propaganda work to raise people's awareness of the meaning and importance of the project. Along with that, conduct reviews, clean up, and update people's information to serve the connection with the national population database. Speed up the process of activating level 2 electronic identification accounts; guide the installation of electronic identification and integrate information and documents on the VNeID application in electronic transaction activities into the public service portal; register administrative procedures, pay social security without cash. At the same time, urgently carry out the digitization of civil status records, ensuring sufficient conditions to perform the task of issuing judicial records on VNeID.

Up to now, the total number of level 2 electronic identifications in the district has been activated 23,321/20,290 accounts, reaching 114.4%; integrating electronic health books on VNeID has been implemented for 21,172/20,290 cases, reaching 104.4%. In addition, Thuan Bac district has also arranged funding to purchase equipment to effectively serve the tasks of Project 06. Thanks to that, the transmission system from the commune and district levels is connected smoothly with the provincial level and the "one-stop" department of the district People's Committee is arranged with internal transmission lines, internet lines, computers; equipment and machinery systems help speed up the settlement of administrative procedures (TTHC) for people and businesses.

Up to now, with 53 essential public services, the results of receiving and handling administrative procedures have been 8,443 records, reaching over 96% and the records and results of handling administrative procedures at the "one-stop" department have all been digitized and digitally signed in accordance with the provisions of Resolution No. 50/NQ-CP dated April 8, 2022 of the Government. The process of digitization in all fields has also achieved a fairly high success rate, data on cadres, civil servants, public employees; data on household registration, social security, and land all reached 100%. The reception of medical examination and treatment by chip-embedded ID cards to replace health insurance cards has been simultaneously deployed at 99.98%; 100% of cashless social security policy payments have been made for social protection beneficiaries, meritorious people, and retired cadres. The work of ensuring information safety and security of systems, equipment and transmission lines is guaranteed; the Office of the People's Council and the People's Committee of the district assigned technical staff in charge of information technology to regularly check the safety level of the system, so no cases of information safety and security have been detected.

To complete the set tasks and targets, Thuan Bac district has strengthened the direction of agencies, units, and People's Committees of communes to promote the role and responsibility of leaders in implementing the contents of Project 06. Focus on propaganda and raising people's awareness to soon complete the collection and activation of electronic identification accounts; speed up the digitization of records and results of handling administrative procedures in accordance with the Government 's regulations in Decree No. 45/2020/ND-CP dated April 8, 2020 and Decree No. 107/2021/ND-CP dated December 6, 2021, linking digitization with the performance of tasks of officials and civil servants in the process of handling work records.
