Prime Minister Pham Minh Chinh signed Official Dispatch No. 84/CD-TTg dated June 8, 2025 to Ministers, Heads of ministerial-level agencies, Government agencies; Head of the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in provinces and centrally run cities on focusing on completing the goal of eliminating temporary and dilapidated houses nationwide before August 31, 2025.
The telegram stated: Eliminating temporary and dilapidated houses is an important political task, demonstrating the profound humanistic values and special attention of the Party and State to the People, especially housing for people with revolutionary contributions, relatives of martyrs, poor households and near-poor households. The results of eliminating temporary and dilapidated houses have created motivation, inspiration and a vibrant competitive spirit in all levels, sectors, localities, business communities and people. Supported the elimination of temporary and dilapidated houses with a quantity of over 205 thousand houses.
To date, all levels, sectors and localities have supported the elimination of over 205,000 temporary and dilapidated houses, of which over 147,000 have been inaugurated and nearly 58,000 have been started and are under construction; 21/63 provinces and centrally-run cities no longer have temporary or dilapidated houses.
To continue promoting the achieved results; practically celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Heads of Steering Committees for the implementation of the elimination of temporary and dilapidated houses in provinces and centrally run cities to focus on leading, directing and organizing the implementation more drastically, more quickly, and more effectively of the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025". Determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide before August 31, 2025; including housing support for relatives of martyrs and people with revolutionary contributions to be completed before July 27, 2025. In implementation, ensure "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results" and "4 truths : speak the truth, do the truth, be effective, and benefit the people".
The Central Committee of the Vietnam Fatherland Front directed socio-political and socio-professional organizations to mobilize youth, women, veterans, trade unions, etc. to contribute their efforts and efforts in the spirit of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has a little helps a little".
The Prime Minister assigned the Ministry of Ethnic Minorities and Religions to preside over and coordinate with the Ministry of Construction, the Ministry of Agriculture and Environment, the Ministry of Finance and the Central Committee of the Vietnam Fatherland Front to decide to adjust the support budget from the funds mobilized from the National Emulation Movement to join hands to eliminate temporary and dilapidated houses and from the Launching Program to support the difference in housing from 02 National Target Programs starting construction in 2025. To be completed before June 20, 2025.
At the same time, closely monitor, regularly urge and request localities to update daily the status of Program implementation results on the guided statistical software; promptly remove difficulties and obstacles in Program implementation and advise and propose to the Prime Minister and the Central Steering Committee to handle issues beyond their authority.
Resolving difficulties and problems in the process of housing support for people with revolutionary contributions and relatives of martyrs
The Prime Minister requested the Ministry of Construction to monitor, urge, synthesize and promptly resolve difficulties and problems in the process of housing support for people with revolutionary contributions and relatives of martyrs to ensure the completion of the set goals.
The Ministry of Construction shall preside over and coordinate with the Ministry of Agriculture and Environment and localities to synthesize the funding needs to support the difference in housing prices from the National Target Program on Sustainable Poverty Reduction to be started in 2025 and send it to the Ministry of Ethnic Minorities and Religions by June 15, 2025.
The Prime Minister requested the Ministry of Finance to urgently report to the Government on the plan to use the increased central budget revenue in 2024 to report to competent authorities as prescribed. After being approved by competent authorities, urgently submit to the Prime Minister for issuance of a Decision on allocating support funds from the central budget to localities to implement housing support policies for people with revolutionary contributions and relatives of martyrs.
While waiting for competent authorities to approve the plan to use the increased central budget revenue in 2024, the People's Committees of provinces and centrally run cities shall proactively use temporarily idle financial resources of the localities to support the construction of new projects and repair of houses for people with revolutionary contributions and relatives of martyrs according to the guidance of the Ministry of Finance. In case the locality has difficulties in terms of resources, the Ministry of Finance shall propose a solution and report to competent authorities according to regulations. To be completed before June 25, 2025.
The Ministry of National Defense and the Ministry of Public Security continue to direct military and police units stationed in the area to be more active and determined to effectively support construction workers and transport materials to households during the process of building and repairing houses.
Concentrate all efforts and rapidly implement the work of eliminating temporary and dilapidated houses.
The Prime Minister requested the People's Committees of provinces and centrally run cities to organize the announcement of the completion of the goal of eliminating temporary and dilapidated houses.
Concentrate all efforts, deploy at lightning speed, even more lightning speed the work of eliminating temporary and dilapidated houses in the area. For the houses that have started construction, focus on urging and mobilizing support forces to complete them as soon as possible; for the remaining houses that have not started construction, start construction simultaneously before June 20, 2025 to complete the progress as required before August 31, 2025 .
Advance funds from local funding sources to immediately implement support for starting new construction and repairing houses for people with meritorious services and relatives of martyrs, ensuring that they do not exceed the number of houses and the amount of local funding approved by the Ministry of Construction for appraisal and synthesis to be sent to the Ministry of Finance.
Report on funding needs to support at the level of 60 million VND/newly built house and 30 million VND/repaired house for houses from 02 National Target Programs starting construction in 2025 to the Ministry of Construction, Ministry of Agriculture and Environment and Ministry of Ethnic Minorities and Religions before June 13, 2025.
The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Central Steering Committee, Deputy Prime Minister Mai Van Chinh, according to assigned tasks, to direct ministries, agencies, and localities to focus on implementing and resolving tasks related to the implementation of eliminating temporary and dilapidated houses nationwide.
The Government Office, according to its assigned functions and tasks, shall coordinate with the Ministry of Ethnic Minorities and Religions, the Ministry of Construction, the Ministry of Agriculture and Environment, and the Ministry of Finance to monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister on issues beyond its authority./.
