This morning, the Prime Minister visited the construction site, inspected the progress, encouraged and presented gifts to the forces participating in the construction of the 500kV Lao Cai - Vinh Yen transmission line.

Inspecting the VT404 column foundation in Thai Hoa commune ( Phu Tho ), Prime Minister Pham Minh Chinh praised the enthusiastic working spirit of workers and laborers, as well as the support and encouragement of militia, veterans, police... to help complete the erection of the VT404 column, 98m high, weighing 300 tons of steel and pulling the wire.

Inspecting the project at the VT369 foundation column location in Dan Chu commune, the Prime Minister commended the proactive spirit, the highest determination, and the determination to complete the assigned tasks of the localities and forces participating in the project, and at the same time requested relevant entities to continue to make efforts and take drastic actions to promote the project implementation.

Prime Minister Pham Minh Chinh also requested units to apply and promote good experiences from the construction of the 500kV line circuit 3 Quang Trach - Pho Noi to quickly construct this project.

After inspecting the construction site, right at Dan Chu commune, the Prime Minister had a working session with leaders of ministries, branches, Vietnam Electricity Group (EVN) - the investor, contractors and leaders of Lao Cai and Phu Tho provinces to resolve difficulties and problems, determined to complete the project "as soon as possible".

The project's original plan was to be completed in 2 years, but at the groundbreaking ceremony (last March), the Prime Minister requested to shorten the progress, completing it in 6 months, and now this is about to come true.

The Prime Minister requested that the project be completed by August 19 to enhance the safe and stable operation of the national power system, relieve the capacity of hydropower plants in the Northwest region and neighboring provinces, promote socio-economic development, urban development, industry and services.

Therefore, the relevant subjects "have been determined, must be even more determined; have tried, must try even harder; have been resolute, must be even more resolute; have focused on key points, must focus even more on key points" to promote ensuring progress, quality, technique, aesthetics, labor safety, and environmental protection along the entire route, the Prime Minister emphasized.

In addition, the Prime Minister also noted that it is necessary to ensure the material and spiritual life, legal and legitimate rights and interests of people affected by the project, and that the new residence is better than the old one.

To complete the project on schedule, according to the Prime Minister, the entire political system must get involved. Site clearance must be completed promptly; military forces, police, and socio-political organizations must be mobilized to support and encourage construction workers at the site.

At the same time, a forward command team was established to direct the project implementation. The forward command team is headed by the Chairman of the Board of Members of EVN, the permanent deputy head is the General Director of EVN, the members are the Secretaries of Lao Cai and Phu Tho Provincial Party Committees, Deputy Ministers of National Defense... and coordinate closely, synchronously, smoothly and effectively.

In addition, mobilize local subcontractors; transfer forces from units and regions to the project; mobilize support in terms of forces and machinery from businesses and forces such as the police, army, telecommunications, etc. to support the project.

The Prime Minister requested "only discuss and do, no backtracking", "no saying no, no saying difficult, no saying yes but not doing", organizing construction in "3 shifts, 4 shifts", "working during the day is not enough, take advantage of working at night, working extra on holidays" to complete the project.

The 500kV Lao Cai - Vinh Yen transmission line project is an important national project, assigned by the Prime Minister to EVN as the investor, with the goal of enhancing the safe and stable operation of the National Power System, and relieving the capacity of hydropower plants in the Northwest region and neighboring provinces.

The project has a total investment of more than 7,410 billion VND, starting at Lao Cai 500kV substation, ending at Vinh Yen 500kV substation, with a length of about 229.5km passing through Lao Cai and Phu Tho provinces, with a total of 468 electric pole foundation locations.

EVN leaders said that the construction process encountered many difficulties. Because the project had a large construction volume, short construction time, high and dangerous mountainous terrain, and steep, muddy, and slippery construction roads.

In the past months of May, June and July (peak construction months), in Lao Cai and Phu Tho provinces, there was often intense heat, heavy rain, and thunderstorms, causing many disadvantages for construction due to having to stop to ensure safety and to overcome the effects of storms.

The contractor's workforce was not sufficient to meet the project's needs under the conditions of high construction intensity, short time and simultaneous implementation of many tasks. EVN had to mobilize additional support forces from units in the industry with nearly 1,000 officers and employees, from Military Region 2 with more than 200 officers, soldiers and a number of youth union members...

Up to now, the handover of 468/468 foundation sites has been completed, including 273 sites in Lao Cai province and 195 sites in Phu Tho province; the corridor area has handed over 196/242 anchorage spaces, reaching 81%.

Concrete foundation construction completed at 468/468 locations; steel column erection completed 65.38%, transporting, assembling and erecting 162/468 locations; spreading and pulling wires completed at 22/242 anchor intervals, pulling wires at 23/242 anchor intervals.

Concentrating on '3 shifts, 4 shifts', determined to complete the 500kV line before September 2. Both production and construction units are concentrating on working in the sun and rain, working '3 shifts, 4 shifts' to complete the Lao Cai - Vinh Yen 500kV Line Project before September 2 this year.
