Contents of the announcement of Prime Minister Pham Minh Chinh's conclusion at the national online conference on preparations for the 2025 high school graduation exam.
Prime Minister Pham Minh Chinh said that the 2025 high school graduation exam will take place in a special context, right before the two-level local government system comes into operation from July 1. The organization of the exam will be carried out by three-level local governments, but the grading and announcement of exam results will be done by two-level local governments.
Along with that, the exam is organized for both students studying under the new generaleducation program and students studying under the 2006 program. Besides, this year there are nearly 100,000 more candidates compared to 2024.

The Prime Minister noted that the organization of the exam must absolutely not be subjective or negligent because sudden and unexpected factors may arise, and it is necessary to be prepared to respond; focusing on preventing negativity in all stages of the exam.
The Prime Minister requested the Ministry of Education and Training, relevant levels, sectors, agencies, and localities to pay attention to organizing the exam to ensure safety, seriousness, objectivity, compactness, reliability, efficiency, reduce pressure, reduce costs, and create the most favorable conditions for each candidate to demonstrate their abilities.
Units need to ensure the most favorable conditions for candidates taking the exam, from facilities, human resources, healthcare, security, safety, travel support plans to timely and complete information; not allowing any candidate to be unable to take the exam due to subjective reasons of related entities.
All levels, sectors and localities coordinate closely with the education sector and the participation of the entire political system to innovate the exam in terms of content, scale, form and improve quality.
The Prime Minister requested the Ministry of Education and Training to ensure that the exam questions are of high quality, closely following the general education program that has been studied, with appropriate levels of differentiation, especially since this year's exam is organized for two groups of students studying two programs. The exam must be organized in a way that accurately reflects the core and basic knowledge of the two programs.
"Ensure absolute safety and accuracy, and prevent any negligence, incidents, or negative incidents in the transportation, printing, and management of exam papers," the Prime Minister emphasized.
At the same time, the Prime Minister requested the Ministry of Education and Training to develop a project to prepare necessary conditions for a pilot program to organize computer-based exams in some localities from 2027, moving towards organizing computer-based exams as soon as possible.
The Ministry of Education and Training needs to proactively coordinate closely with the Ministry of Public Security to train and guide localities in implementing solutions to prevent and combat negativity, especially the use of high-tech equipment and artificial intelligence (AI) to cheat in exams.
The Prime Minister also noted that the People's Committees of provinces and centrally-run cities must thoroughly decentralize, ensure greater flexibility and initiative for localities in organizing the exam, and be responsible for comprehensively directing the preparation and organization of the exam in the locality.
