Prime Minister Pham Minh Chinh attends the conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year.

On the afternoon of August 22, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year. Also attending were Deputy Prime Minister Le Thanh Long; representatives of leaders of ministries, branches, and central agencies. The conference was broadcast live to provinces and cities across the country.

According to the Ministry of Education and Training , in the 2024-2025 school year, with the attention of the Party and State, the close and timely direction of the Government, the Prime Minister, the Deputy Prime Minister in charge, the effective coordination of central departments, ministries and branches, the regular and close leadership and direction of party committees and local authorities, and the determination and responsibility of teachers and education managers at all levels, the efforts of students, the entire education sector has completed the plan, tasks and key solutions for the 2024-2025 school year and achieved many important results.

During the past school year, many provinces and cities were recognized for achieving universal primary and secondary education and eliminating illiteracy at a higher level.

By June 2025 (before the merger), 100% of provinces and cities maintained and met the standards for universal primary and secondary education; 27% of provinces and cities met the standards for universal secondary education level 2 (an increase of 4% over the same period last year) and 19% of provinces and cities met the standards for universal secondary education level 3 (an increase of 6% over the same period last year).

The 2018 general education program is being implemented synchronously in all grades from grade 1 to grade 12 nationwide, completing the cycle of innovation of programs and textbooks at all levels.

New teaching methods and forms of organization such as thematic teaching, project-based learning, integrated teaching, STEM education, creative experiential activities... are organized in many forms.

At the same time, the Ministry of Education and Training has organized research and developed a Project to make English the second language in schools and submitted it to the Prime Minister for consideration and promulgation; advised the Government to submit to the Politburo a Resolution on educational breakthroughs, in which AI (artificial intelligence) becomes an official subject in the general education program.

Regarding key education: The work of selecting and nurturing excellent international students continued to be effectively implemented, achieving 33 medals of all kinds including 12 gold, 14 silver, and 7 bronze.

The international Olympic and international science and technology teams maintained their positions in the top 10 countries out of 113 participating countries/territories. For the first time participating in the International Artificial Intelligence Olympiad, Vietnam was in the top 4 countries; the International Informatics Olympiad team was in the top 8 countries, and the Mathematics Olympiad team was in the top 9 countries.

This result affirms the capacity and position of Vietnamese students in the field of science and technology, and at the same time shows the effectiveness of the work of discovering and nurturing talents to serve the development of high-quality human resources.

The education sector database system has been basically completed with 24.55 million records connected to the national database. The online enrollment system on the National Public Service Portal has been completed at the "full process" level, allowing 100% of candidates to register for the high school graduation exam and university and college admission completely online.

More than 10 million transcripts and more than 1.5 million high school diplomas have been digitized, synchronized to the Ministry's centralized database and synchronized with the national database and VNeID e-wallet. Learners can look up information about transcripts and diplomas on VNeID. It is expected that after September 2, 2025, learners will be able to look up digital transcripts and digital diplomas that have been issued on VNeID.

In the 2025-2026 school year, digital transcripts will be widely deployed nationwide at all levels of education and digital diplomas from high school to postgraduate level, while digitizing data for previously issued diplomas.

The Ministry of Education and Training is building and perfecting the institution for digital transcripts, digital diplomas, and certificates in the national education system to replace paper documents in administrative procedures and online public services.

The Ministry has submitted to the Prime Minister for approval a plan to implement the goal of eliminating at least 30% of unnecessary business investment conditions, reducing at least 30% of processing time and 30% of administrative procedure compliance costs.

The quality of vocational education and higher education has changed positively: Training, retraining, and improving the qualifications and skills of workers in new occupations and new skills have been enhanced. Implementing the planning of the vocational education network for the period 2021-2030, with a vision to 2045.

The scale and quality of higher education are increasing; in which, STEM, computer science, and artificial intelligence majors have increased significantly. According to initial enrollment statistics for 2025, the number of STEM candidates registering for their first choice increased by 10.5%.

In the 2024-2025 school year, the Ministry of Education and Training has submitted to the Prime Minister for promulgation and implementation of many important projects to promote the development of science and technology and innovation, such as: Project on developing a system of excellent training centers and talents in technology 4.0 by 2030; training human resources to serve high-tech development in the period 2025-2035 and orientation to 2045; Strategy for developing Vietnam's semiconductor industry by 2030 and vision to 2050 and the Program "Developing human resources for the semiconductor industry by 2030, orientation to 2050".

Many Vietnamese universities continue to be listed and increase their rankings in prestigious international rankings. In 2024, there will be 6 universities in the World University Rankings and 17 in the Asian University Rankings; 9 universities in the World Influential Rankings…

Speaking at the opening of the conference, Minister of Education and Training Nguyen Kim Son assessed that the 2024-2025 school year took place in the context of many positive changes in the domestic socio-economic situation. The political system was arranged in a streamlined, effective and efficient direction. This was also the time when the entire education sector deployed the Government's action program to implement Conclusion No. 91 of the Politburo on continuing to implement Resolution 29 on fundamental and comprehensive innovation in education and training.

In particular, this school year marked the 2018 general education program being implemented synchronously in all grades from grade 1 to grade 12 nationwide, completing the cycle of innovation of programs and textbooks at all levels.

With the close direction of the Government and the Prime Minister, the effective coordination of central ministries, branches, and Party committees and local authorities, the support of a large number of voters and people, especially the determination and responsibility of teachers, education managers, and the efforts of students, the entire education sector has completed the 2024-2025 school year plan with many positive results.

The Minister also said that the agencies have actively and proactively implemented the work of reorganizing the apparatus and implementing two-level local government. The 2025 high school graduation exam, the first exam under the 2018 general education program, was held safely, seriously and objectively. The quality of key education continues to be affirmed with high results in national and international exams.

Human resource training, especially high-quality human resources in high-tech industries such as semiconductors, artificial intelligence, and Industry 4.0, has been strongly promoted. The team of teachers and educational managers has been given attention and developed in both quantity and quality. Digital transformation and the application of information technology have been promoted, bringing positive results.

The Minister stated that the conference took place at a time when the whole country was joyfully celebrating the 80th anniversary of the August Revolution and National Day (September 2); the education sector was also preparing to organize a ceremony to celebrate the 80th anniversary of the education sector's tradition and open the new school year. The 2025-2026 school year is the first school year to implement the resolution of the 14th National Congress of the Party, the Resolution of the Politburo on breakthroughs in education and training development, and many other important documents of the Party, the National Assembly and the Government.

Sharing that the whole industry will act according to the theme: "Discipline, Creativity, Breakthrough, Development", the Minister said that the opinions at the conference will be an important basis for the Ministry of Education and Training to complete plans, tasks and key solutions for the 2025-2026 school year.
