On the afternoon of August 10, Prime Minister Pham Minh Chinh chaired a meeting of Government leaders with the Private Economic Development Research Board on the implementation of Resolution No. 68-NQ/TW of the Politburo and Resolutions of the National Assembly and the Government on private economic development.
Also attending were Permanent Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Minister Nguyen Chi Dung; leaders of relevant ministries, branches and agencies; experts, scientists, leaders of economic groups who are members of the Private Economic Development Research Board (Board IV) and the Administrative Reform Advisory Council.
Since its establishment in October 2017, with the core function of presiding over research and consulting, proposing solutions to reform mechanisms, policies, and administrative procedures related to private economic development, linked to national economic goals, Board IV has affirmed its role as a bridge for real public-private dialogue through organizing high-level forums of the country and the region; being the nucleus for building and operating a closely linked network of business associations nationwide.

Implementing Resolution No. 68-NQ/TW of the Politburo and Resolutions of the National Assembly and the Government on private economic development, especially the tasks assigned by the Prime Minister at the First Session of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW, Committee IV proposed to develop a set of tools to measure and monitor the implementation of Resolution 68; organize the annual program "Panorama of Vietnam's Private Economy"; and at the same time implement a number of solutions to mobilize society and people to participate in the economy, including the private economy, based on knowledge, technology and skills; promote communication programs, exchanges, dialogues, promote startups, innovation, develop new economic models, etc.
After the delegates had a heated discussion on the issue of private economic development, as well as the proposals of Committee IV, concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the enthusiastic, responsible, and practical opinions of the delegates; as well as the performance and contributions of Committee IV in 8 years of construction and operation, especially in the period of 2021-2025; affirming that the contributions of Committee IV and the delegates were built with intelligence, passion, and united by a spirit of strong solidarity for the goal of strongly developing the private economy, contributing to the overall development of the country.
The Prime Minister noted that the resolution and action program for private economic development have been issued with very specific tasks and solutions; the issue is to implement them well.
Therefore, we must have a new approach that is inclusive, comprehensive, and global; contribute to restructuring the economy and transforming the growth model towards digital, green, and circular; place the implementation of Resolution 68 within the overall policies, resolutions, and action programs of the Party, State, National Assembly, and Government in all fields; and organize implementation quickly and boldly to turn the situation around and change the state.
To achieve this, it is necessary to remove institutional obstacles; have mechanisms and policies to attract resources from the whole society; promote development, application of science, technology, innovation, digital transformation; develop human resources and smart governance; and have smooth infrastructure.

In the implementation process, we must closely follow the practical situation, innovate thinking, act decisively; look far and wide, think deeply, and do big things. The State plays a creative role, businesses innovate and implement; develop the private economy under the leadership of the Party.
The Prime Minister assessed that, over the past time, Committee IV has promptly grasped and reflected the practical situation of the private economic sector; proactively consulted on strategic mechanisms and policies on the development of the private economic sector; created effective dialogue mechanisms between the State and investors; contributed to building a network of Vietnamese enterprises and business associations; actively participated in developing Resolution 68 of the Politburo on private economic development and the Government's Action Program to implement Resolution 68.
Prime Minister Pham Minh Chinh pointed out that in order for the whole country to grow by 8.3-8.5% in 2025 and double digits in the coming period, the private economy must actively participate, have a higher growth rate, at least equal to the overall growth rate of the whole country; mobilize the strength and resources of the entire people and society into economic development in general, including private economic development, bringing both material and spiritual benefits to the people.
Agreeing to develop a set of indicators to measure and monitor the implementation of Resolution No. 68-NQ/TW as proposed by Committee IV and developed by the Ministry of Finance immediately after the Government issued the action program to implement Resolution 68, the Prime Minister said that this is one of the important sources of information for the National Steering Committee to implement Resolution No. 68-NQ/TW to evaluate the right people, the right jobs, improve transparency and efficiency in direction and administration; requesting Committee IV to coordinate with the Ministry of Finance and relevant agencies to promptly get to work, immediately develop a set of substantive indicators, a smart, intuitive digital Dashboard to serve the Prime Minister and the National Steering Committee.
Assigning the completion of the set of measurement indicators by August 2025, the Prime Minister noted that it is necessary to develop data and methods to measure and promote business households to become enterprises; small enterprises to become large enterprises; large enterprises to become larger enterprises, participating deeply in the global value chain.
Regarding the proposal to organize the Program "Panorama of Vietnam's Private Economy", the Prime Minister said that this is a very welcome initiative to create channels for connection and deep and substantive public-private dialogue; contribute to implementing the national campaign, spreading aspirations, inspiring the whole society, responding to the movement "all people compete to get rich".

The Prime Minister agreed to study the organization of the Program, with the requirement to avoid formality but to be substantial and effective; to have tools to ensure the success of the program and its practical effectiveness; and to assign the Ministry of Finance to coordinate with Committee IV to study the content, scale, and organization of this initiative.
Proposing corporations and enterprises, especially those participating in the IV Committee to study the establishment of a “Private Economic Development Fund,” Prime Minister Pham Minh Chinh requested to promote communication on private economic development, focusing on introducing good models and new ways of doing things for people and enterprises to learn and replicate; at the same time, organize consideration and honor individuals, enterprises and organizations with outstanding achievements in private economic development.
The Prime Minister emphasized that the development of the private economy is a concern of the Central Committee and the Politburo, headed by General Secretary To Lam, and a Resolution has been issued early and is being promoted for implementation; he believes that in the coming time, the Vietnamese private economy will truly rise to new heights, contributing to realizing the aspiration of building a strong and prosperous Vietnam, with people increasingly prosperous and happy.
