

In the context of the global and domestic economy still facing many potential risks, Ha Tinh has demonstrated a proactive, flexible and determined spirit in implementing socio-economic development tasks in 2025. Implementing the Government's direction, since the beginning of the year, the province has adjusted the growth target twice, from 7% to 8% and most recently, according to Resolution 226/NQ-CP of the Government, it is 8.7% for the whole year 2025. This adjustment shows that the Government assesses that Ha Tinh has room and growth potential along with optimistic signals about the new resilience of the local economy in recent times.

To realize the growth target, the Provincial People's Committee has proactively completed many policies and guidelines in a practical direction, creating a solid foundation for the recovery and development process. Accordingly, instead of stereotypical administrative thinking, all levels and sectors are gradually shifting to a service mindset, taking enterprises as the center, ready to listen, share and accompany. Many "bottlenecks" in procedures and regulations have been promptly removed, clearing the flow of investment, adding confidence for enterprises to boldly expand production and business.
INDUSTRIAL PRODUCTION INDEX INCREASED 2.88% OVER THE SAME PERIOD; TOTAL RETAIL SALES OF GOODS REACHED MORE THAN 53,468 BILLION VND, UP 12.54%; EXPORT TURNOVER REACHED OVER 2.7 BILLION USD, EQUIVALENT TO 80% OF THE YEARLY PLAN
With these policies, after more than half of 2025, the socio-economic picture has seen many bright colors. In particular, agriculture continues to be a solid "pillar" for growth; the spring rice crop achieved the highest output ever; models of organic agricultural production linkage continue to be replicated with positive results. According to the Department of Industry and Trade, the industrial production index increased by 2.88% over the same period; total retail sales of goods reached more than VND 53,468 billion, up 12.54%; export turnover reached over 2.7 billion USD, equivalent to 80% of the yearly plan. Tourism also recorded strong recovery steps after the pandemic; revenue from accommodation, food and beverage services and travel in July reached about VND 936 billion, accumulated in 7 months reached over VND 5,451 billion, up 14% over the same period. Budget revenue as of August 15 exceeded 13,000 billion VND, of which domestic revenue was over 9,000 billion VND, and revenue from import and export reached over 4,000 billion VND.


SINCE THE BEGINNING OF THE YEAR, HA TINH HAS APPROVED INVESTMENT POLICY FOR 18 DOMESTIC PROJECTS, WITH TOTAL REGISTERED CAPITAL OF MORE THAN 16,500 BILLION VND, ALONG WITH 2 FDI PROJECTS WORTH NEARLY 13 MILLION USD.
Continuing to be a bright spot on the investment attraction map, since the beginning of the year, Ha Tinh has approved the investment policy of 18 domestic projects, with a total registered capital of more than 16,500 billion VND, along with 2 FDI projects worth nearly 13 million USD. These figures show the growing confidence of the business community in the province's stable investment environment, open policies and long-term development potential.
“The 6-month GRDP reached 8.16%, this result put Ha Tinh in the group of 26 provinces and cities that achieved and exceeded the growth target compared to the plan assigned by the Government. Notably, Ha Tinh is also one of 4 localities maintaining positive growth momentum in all 4 key economic sectors: industry - construction, agriculture, services, product tax minus product subsidies. This result shows that the province's economy is having a real recovery; promoted by the reasonable shift in industry structure and the efforts to overcome difficulties of the business community" - Deputy Director of the Department of Finance Nguyen Duc Thang commented.

Ha Tinh continues its efforts in the remaining months of 2025 with a growth target of 8.7%. This is a big challenge, but also an opportunity for the province to demonstrate its desire to make a breakthrough. Previously, speaking at the 30th session of the Provincial People's Council, Chairman of the Provincial People's Committee Vo Trong Hai affirmed the high determination of the whole province: "Completing the growth target for 2025 is an urgent requirement, and at the same time, this is an important stepping stone for the 2025-2030 term. Therefore, the entire political system and the business community need to continue to promote the spirit of innovation, creativity, daring to think, daring to do, daring to take responsibility to turn challenges into development opportunities".

To reach the growth target of 8.7% in 2025, Ha Tinh must achieve a growth rate of 9.1% in the remaining 5 months. According to Mr. Nguyen Trung Thanh - Acting Chief of Statistics of Ha Tinh, the growth potential in the last months of the year is mainly concentrated in the pillars: industry, construction, agriculture, services and product tax minus product subsidies. These are also the areas identified by the Provincial People's Council as the focus in Resolution 233 on adjusting a number of socio-economic development indicators in 2025.

“In addition, Ha Tinh's growth picture in the last months of the year will also have more resources when a series of large-scale projects officially come into operation in the third quarter. Typically, VinFast Electric Car Manufacturing Plant will operate from the beginning of July 2025; Vung Ang 2 Thermal Power Plant will generate commercial electricity from the end of July... Industrial parks such as VSIP and Vinhomes Vung Ang (total investment of VND 13,276,491 billion) are accelerating implementation, promising to create new momentum for the economy" - Mr. Nguyen Trung Thanh added.




With the resonance from key projects that have been and are continuing to be implemented, especially the North-South high-speed railway project, Ha Tinh is placing great expectations on a strong breakthrough in the last months of the year, aiming to complete and exceed the set growth target.

In recent days, along with focusing on directing the organization of the Party Congress under the Provincial Party Committee, the Provincial Party Secretary and the Provincial People's Committee Chairman have spent time directly inspecting the field, urging the progress of many projects, directing all levels and sectors to focus on implementing solutions to remove difficulties and speed up progress. During the inspections, the provincial leaders requested investors, localities, contractors, etc. to continue to pay attention and support in removing difficulties, especially in site clearance work, ensuring that projects are implemented quickly, on schedule, and bring practical value.
Along with project implementation, investment capital disbursement is an important solution, directly contributing to the implementation of the province's GRDP growth target in 2025. Therefore, Ha Tinh will strive to promote the results and practices of localities with high disbursement rates nationwide in the first months of the year, continue to resolutely direct sectors, localities and investors to review all projects, promptly remove obstacles, and speed up payment and settlement progress.

Party committees and authorities at all levels also focus on administrative reform in conjunction with the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Continuing to reform administrative procedures (AP), considering this as "the key to opening the way for development spaces", the Provincial People's Committee directed and urged departments and branches to review, cut and simplify unnecessary APs. The goal is to reduce at least 30% of business conditions, time and costs of compliance with APs for businesses and investors. At the same time, maintain channels for feedback and recommendations to promptly receive and handle issues arising from practice.
According to Mr. Nguyen Duc Thang - Deputy Director of the Department of Finance, to complete the growth target of 8.7%, from now until the end of the year, all levels, sectors and localities must focus on concretizing assigned tasks. The focus is on recovering industrial production, accelerating the progress of major projects, and improving the investment environment. In addition, it is necessary to continue to maximize growth drivers from public investment, unblock capital flows for the economy, and accompany businesses with practical and effective support policies.

THIS IS A GOLDEN TIME FOR THE PRIVATE ECONOMIC SECTOR TO BREAKTHROUGH, AFFIRM ITS POSITION IN PRODUCTION AND BUSINESS, AND BECOME AN IMPORTANT DRIVING FORCE FOR THE PROVINCE'S ECONOMIC GROWTH.
Implementing Resolution 68/NQ-TW of the Politburo on private economic development, Ha Tinh is gradually concretizing policies to promote the role of this key economic sector. Accordingly, the province focuses on removing "bottlenecks" in capital, land, infrastructure and production and business resources for enterprises. At the same time, promoting the development of infrastructure in economic zones and industrial clusters, aiming to create a "launching pad" for private enterprises to participate deeply in high-value fields such as deep processing, clean energy, high technology... "This is a golden time for the private economic sector to break through, affirm its position in production and business, becoming an important driving force for the province's economic growth", Mr. Le Xuan Tu - Deputy Director of the Department of Industry and Trade emphasized.
The results achieved in the first months of the year bear a significant mark of innovation in thinking, defining a vision in both policy and action. This will be an important asset for the province to complete its socio-economic development goals and tasks in 2025, and at the same time a big push for Ha Tinh to be ready to enter a new stage of development.
