Also attending the Conference were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister of Construction Tran Hong Minh, members of the Steering Committee, leaders of ministries, branches, Chairmen of People's Committees of provinces and cities with railway projects passing through.
In his opening speech, Prime Minister Pham Minh Chinh said that the socio -economic situation in June and the first 6 months of 2025 achieved many important results in most areas, continuing the positive trend, with each month being better than the previous month, each quarter being higher than the previous quarter, and the first 6 months of this year being higher than the same period last year, which is a bright spot in global economic growth. The macro economy is basically stable, inflation is controlled, growth is promoted, and major balances of the economy are ensured. Gross domestic product (GDP) in the second quarter is estimated at 7.96% over the same period, and 7.52% in the first 6 months, the highest in the 2011-2025 period.
However, the growth target of 8% or more in 2025 is a huge challenge. In the coming time, the Government, all levels, sectors and localities need to continue to be more determined, make greater efforts and take more drastic actions to promote growth to achieve the set target, while maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, to realize the two 100-year goals set: By 2030, our country will become a modern industrialized country with high average income and by 2045, it will become a developed country with high income.

The Resolution of the 13th National Party Congress has determined: Pay due attention to the development of railway transport, deploy the construction of some sections of the North-South high-speed railway. Synchronously connect the transport system with economic zones, industrial parks, airports, and seaports. Speed up the construction of urban railway lines in Hanoi and Ho Chi Minh City, and resolve traffic infrastructure bottlenecks.
Conclusion No. 49-KL/TW of the Politburo on the orientation of developing Vietnam's railway transport to 2030, with a vision to 2050, has identified the goal: Developing modern and synchronous railway transport to promote rapid and sustainable socio-economic development, meeting the goal of our country being a developed country with high income by 2045. Railway transport plays a key role in the North-South economic corridor, the main East-West transport corridors and passenger transport in major cities.
Recently, the National Assembly has issued the following Resolutions: Resolution No. 172/2024/QH15 on investment policy for the North-South high-speed railway project; Resolution No. 187/2025/QH15 on investment policy for the Lao Cai-Hanoi-Hai Phong railway project and Resolution No. 188/2025/QH15 on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

Notably, at the 9th session of the 15th National Assembly, the National Assembly passed the Law on Railways (amended) with many outstanding mechanisms and policies to mobilize maximum resources for railway development in the coming period.
With the characteristics of new railway infrastructure construction projects and works, the scale and total investment are very large, requiring high technical requirements, especially the high-speed railway on the North-South axis, which is being deployed for the first time in Vietnam.
The Prime Minister issued Decision No. 609/QD-TTg dated March 15, 2025 establishing the Steering Committee for important national railway projects and works and Decision No. 24/QD-BCĐĐSQG dated March 17, 2025 promulgating the regulations on organization and operation of the Steering Committee to organize the implementation of railway projects.
At the Second Session, the Prime Minister - Head of the Steering Committee issued a Conclusion (in Notice No. 213/TB-VPCP dated May 4, 2025), in which he pointed out 3 key tasks, assigned 48 specific tasks to ministries, branches and localities to focus on implementing, speeding up the progress of project implementation. Ministries, branches, localities and members of the Steering Committee have been very responsible in organizing the implementation of assigned tasks. The Prime Minister requested the Ministry of Construction to report and review each assigned task.

In the coming time, the tasks of the Steering Committee are extremely heavy, important and urgent. The Prime Minister requested the members of the Steering Committee to continue to promote a high sense of responsibility, and that the assignment of tasks must ensure 6 clear principles: "clear people, clear work, clear time, clear responsibility, clear product, clear authority"; "far-sighted, think deeply and do great things".
Regarding compensation and resettlement support, local Party committees and authorities at all levels have carried out site clearance and technical infrastructure relocation; paying special attention to resettlement and production stabilization support so that people have new places to live, new jobs, and new livelihoods that are at least equal to and better than their old places. If site clearance is good and project preparation is good, implementation will be good, but if site clearance is blocked and resettlement is problematic, work will be blocked, the Prime Minister emphasized.
