Prime Minister requests to focus on overcoming the consequences of storm No. 3

On the morning of September 8, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a conference to assess the response direction, damage situation and deploy urgent measures to overcome the consequences of storm No. 3.

Co-chairing the conference at the Government bridge were comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister; Ho Duc Phoc, member of the Party Central Committee, Deputy Prime Minister; leaders of a number of central departments, ministries, branches and relevant agencies. Leaders of 26 northern provinces and centrally-run cities (from Thanh Hoa province and above) attended the conference online.

Attending the conference at Lao Cai province were comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; and leaders of relevant departments and branches.

At the conference, representatives of central ministries, branches and localities reported on response direction, preliminary damage situation and implementation of measures to overcome the consequences caused by storm No. 3.

Speaking from an online bridge in Quang Ninh province, Minister of Agriculture and Rural Development Le Minh Hoan said: Currently, there is a continued risk of a new storm forming at sea, with a high possibility of "storm on storm". Therefore, it is recommended that all levels and sectors promote the role of the Steering Committee, the Command Committee for Natural Disaster Prevention and Search and Rescue, continue to review and compile statistics on the damage caused by storm No. 3.

He suggested that the Ministry of Construction, the Ministry of Transport, and the Ministry of Natural Resources and Environment study and review the technical standards and norms for infrastructure in coastal provinces and cities regarding the construction of houses, schools, urban trees, dykes, etc.; continuously update weather and natural disaster developments, ensuring promptness and accuracy so that all levels, sectors, and people can access, grasp, and take timely and effective measures to prevent and respond. With the damage caused by storm No. 3 in recent days, the Minister proposed that the Government first of all need to have an emergency mechanism to support people to overcome the consequences, especially support for agricultural production and infrastructure.

Speaking at the conference, Prime Minister Pham Minh Chinh conveyed the condolences of Comrade To Lam, General Secretary, President and other Party and State leaders to families affected by storm No. 3.

The Prime Minister commended the National Steering Committee for Natural Disaster Prevention and Control, central ministries, branches, localities, people and enterprises for following the direction and guidance of all levels and branches, participating in voluntary and proactive storm prevention, supporting and helping each other to overcome the consequences of storm No. 3.

Comrade Pham Minh Chinh requested central ministries, branches, and localities to concentrate on rescuing people, checking the number of missing people; treating the injured, especially those who are seriously injured; and organizing funerals for the unfortunate. In particular, do not let people lack food, clothing, or shelter; do not let students lack classrooms; do not let the sick lack medical treatment. Focus on preventing and overcoming damage caused by the circulation of storm No. 3.

Ministries, sectors and localities strictly implement state management within their authority to overcome the consequences of storm No. 3. The Ministry of National Defense, the Ministry of Public Security, and rescue forces organize to be on duty and ready for all situations. Maintain forecasting and communication work until the storm ends; strengthen guidance on skills to prevent and overcome the consequences of natural disasters.

The Prime Minister called on people, businesses, and localities that did not suffer damage to support damaged localities in the spirit of "mutual love" and "helping each other"...

Ministries, branches, localities and relevant agencies proactively and strictly comply with the direction of competent authorities, be creative in preventing and overcoming the consequences of natural disasters; effectively mobilize local forces... At the same time, promptly organize commendation and reward for localities and individuals who do a good job in preventing and overcoming the consequences of natural disasters caused by storm No. 3 and its circulation.
