In anticipation of the storm, Prime Minister Pham Minh Chinh issued a telegram requesting the Secretaries and Chairmen of the People's Committees of coastal provinces and cities from Quang Ninh to Quang Ngai, especially Thanh Hoa, Nghe An, Ha Tinh , Quang Tri and Hue, to postpone non-urgent tasks and focus on storm prevention and control. In particular, urgently review, call for, and guide ships to safe shelters; prohibit sea travel from August 24. Proactively evacuate people in dangerous areas, resolutely not let people stay in cages, rafts, and watchtowers when the storm makes landfall. Mobilize forces to support people in strengthening houses, protecting public works, harvesting agricultural products, and reinforcing key infrastructure. Proactively stockpile food and necessities in areas that are easily isolated.

The Ministry of Agriculture and Environment directs hydrometeorological forecasting, ensuring the safety of the dyke system, dams, and agricultural production. The Ministry of Construction reviews the safety of works, vehicles, and traffic infrastructure; coordinates search and rescue. The Ministry of Industry and Trade ensures the safety of industrial production, hydroelectric dams, and the supply of essential goods. The Ministry of National Defense and the Ministry of Public Security are ready with forces and means to support the evacuation of people, search and rescue. The Ministry of Health and the Ministry of Education and Training ensure the safety of medical and educational facilities; promptly restore activities after the storm. The Ministry of Culture, Sports and Tourism ensures the safety of tourists, tourism activities, and festivals. The Ministry of Science and Technology protects telecommunications infrastructure and maintains uninterrupted communication.

The Prime Minister also assigned press agencies to increase the amount of information and instruct people on how to cope with strong storms and floods. The Ministry of Agriculture and Environment and the Ministry of National Defense sent working groups to directly inspect and supervise key provinces. Deputy Prime Minister Tran Hong Ha was assigned to direct and coordinate the response work.
