Prime Minister directs to focus on overcoming consequences of floods, flash floods, and landslides in 3 provinces

Prime Minister Pham Minh Chinh has just signed Document No. 919/TTg-NN dated August 2, 2025, directing to focus on overcoming the consequences of floods, flash floods, and landslides in the provinces of Dien Bien, Son La, and Nghe An.

Prime Minister directs to focus on overcoming consequences of floods, flash floods, and landslides in 3 provinces

In recent days, heavy rains have caused flash floods, landslides, inundation, serious damage to people and property, infrastructure, greatly affecting production and people's lives in the provinces of Dien Bien, Son La and Nghe An .

Following the Official Dispatches No. 123/CD-TTg dated July 27, 2025 and No. 125/CD-TTg dated August 1, 2025, in order to focus on overcoming the consequences of natural disasters and quickly stabilize the situation of the people, the Prime Minister requested the Secretary of the Provincial Party Committee and Chairman of the People's Committees of the provinces: Dien Bien, Son La, Nghe An to directly lead, direct and coordinate with the Ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Health, Education and Training, Culture, Sports and Tourism and related ministries and branches to focus on overcoming the consequences of flash floods, landslides as quickly as possible with the most urgent and drastic spirit. In which:

a) Grasp the situation and people's needs for food, foodstuffs, domestic water and other necessities; organize food, foodstuffs and other necessities to reach people affected by rain, floods, flash floods and landslides as quickly as possible; mobilize forces, means, equipment and necessary necessities according to the "four on-site" motto to overcome the consequences as quickly as possible, not letting people go hungry, thirsty, cold and homeless;

b) Urgently fix the problem, restore the electricity and telecommunications systems to ensure complete, continuous and timely information. Mobilize the army, police, youth forces, etc. to urgently support people in repairing houses and traffic works, ensuring smooth traffic, putting up warning signs, arranging security forces, not allowing civilian vehicles to circulate when safety is not yet ensured on National Highway 12; repair medical facilities damaged by the effects of rain, floods, flash floods, and landslides to promptly treat the injured and take care of people's health; repair and restore schools and classrooms damaged by the effects of rain, floods, flash floods, and landslides, without greatly affecting students' learning;

c) Urgently assess the damage caused by floods, calculate the need for funding, rice, and materials that need support from the Central Government, and report to the Prime Minister by August 3, 2025.

The army and police support the transportation of food, water, medicine... to people in isolated areas.

The Ministers of the Ministries of National Defense and Public Security direct units stationed in the area to support the work of overcoming the consequences of floods and landslides, transporting food, provisions, instant noodles, necessities, drinking water, medicine, medical supplies... to provide to people in isolated areas as quickly as possible; prepare a plan to support by air if the province requests relief support for isolated areas that are not accessible by road.

The Minister of Agriculture and Environment directs specialized units to support localities to urgently overcome the consequences of natural disasters, restore agricultural production (especially domestic water, disinfectants, environmental sanitation; materials, seedlings, livestock, veterinary medicine to restore production, etc.); arrange and relocate residents; overcome damage to irrigation works; continue to monitor, forecast, warn, provide complete, accurate and timely information on weather conditions to serve the direction and response to natural disasters according to regulations.

Urgently fix landslides at traffic points, restore electricity and telecommunications systems

The Prime Minister requested the Minister of Construction to urgently guide and support localities to overcome landslides and traffic disruptions, ensuring smooth traffic, especially National Highway 12 and National Highway 7;

The Minister of Science and Technology, the Military Telecommunications Group (Viettel), and the Vietnam Posts and Telecommunications Group (VNPT) urgently provided guidance and support in troubleshooting telecommunications signal loss to ensure that information is provided fully, continuously, and promptly to communes and villages.

The Minister of Industry and Trade directed the Vietnam Electricity Group (EVN) to guide and support localities in restoring the power system in communes and villages; deploy necessary measures to proactively ensure the safety of hydroelectric dams, focusing on immediately repairing the power transmission system and hydroelectric dams. Viettel and VNPT must equip broadcasting stations with generators and satellite communication equipment to ensure connectivity in all conditions.

The Ministry of Health guides and supports localities with disinfectants, medicines, medical equipment and instruments for medical examination and treatment; and disease prevention and control after floods.

Repair damaged schools, books, notebooks, and equipment to ensure the new school year

The Prime Minister also requested the Ministry of Education and Training to guide and support localities in urgently cleaning classrooms, repairing damaged schools, books, notebooks, equipment, and teaching aids, ensuring adequate and timely supplies for the new school year.

The Ministry of Finance shall preside over and coordinate with the Ministry of Agriculture and Environment and relevant agencies to urgently synthesize recommendations and proposals from localities severely damaged by natural disasters, especially the provinces of Dien Bien, Nghe An, and Son La, and report to the Prime Minister on August 3, 2025.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Steering Committee for Civil Defense, to directly monitor and direct the implementation of this document; Deputy Prime Minister Le Thanh Long to directly visit, encourage, inspect, and urge the overcoming of consequences in Son La province; Deputy Prime Minister Ho Duc Phoc to directly visit, encourage, inspect, and urge the overcoming of consequences in Nghe An province.

The Government Office shall monitor and urge the implementation of this Official Dispatch according to its assigned functions and tasks; promptly report to the Prime Minister and Deputy Prime Minister in charge on any urgent or arising issues./.
