The Prime Minister has just signed Decision No. 1497/QD-TTg approving the investment policy of the Investment Project to build ports No. 9, No. 10, No. 11 and No. 12 - Lach Huyen Wharf Area with the implementation location in Cat Hai Special Zone (in Dinh Vu - Cat Hai Economic Zone, Hai Phong City).
The project includes the construction of 4 container ports No. 9, No. 10, No. 11 and No. 12 with a total berth length of 1,800 m (450 m/berth), receiving container ships with a capacity of 12,000 to 18,000 TEUs and a 400 m berth to receive barges to collect and unload goods by inland waterway.
In addition, the Project also builds a system of container yards, repair workshops, roads, auxiliary works and synchronous technical infrastructure works to ensure all port operations; invests in modern, specialized cargo handling and loading equipment for port operations; the scale of land use (water surface) is about 146.2 hectares.
The total investment capital for the project is VND 24,846 billion, divided into 2 phases. In which, phase 1 (2026 - 2030) will build container ports No. 9 and No. 10; phase 2 (2031 - 2035) will build container ports No. 11 and No. 12.
Regarding the form of investor selection, Decision No. 1497 assigns the People's Committee of Hai Phong City to select investors in accordance with the correct process, procedures, authority and regulations; the project implementation schedule is from 2026 to 2035; the project's operating period is not more than 70 years.
After completion, the project will contribute to the formation of a modern seaport system, with the ability to receive large ships with a capacity of 12,000 - 18,000 TEUs; connecting large seaports with duty-free zones and logistics behind the port, speeding up the circulation of goods, thereby enhancing advantages, creating momentum for development, attracting investment; maximizing the advantages of natural conditions and geographical location to develop Dinh Vu - Cat Hai Economic Zone.
The project also helps to concretize and conform to the master plan for the development of Vietnam's seaport system in the period of 2021 - 2030, with a vision to 2050; contributing to promoting the socio-economic development of Hai Phong City in particular and the Northern region in general.
Currently, Lach Huyen wharf area has a total of 8 wharfs being exploited and invested in construction.
Of which, berths 1 and 2 have a total design capacity of 1.1 million TEUs/year, put into operation in 2018, the volume of goods passed through in 2024 will reach 1.6 million TEUs (equivalent to about 19 million tons.
Terminals 5 and 6 (design capacity of 1.6 million TEUs/year) have been announced, and Terminal 3 will be put into operation in February 2025. Terminals 3 and 4 (design capacity of 1.6 million TEUs/year) will be put into operation in April 2025.
Wharfs 7 and 8 are implementing investment procedures and are expected to be completed and put into operation in 2027.
