This afternoon (April 28), the Ministry of Transport coordinated with the People's Committee of Nghe An province and contractors to organize the inauguration ceremony of the Dien Chau - Bai Vot expressway, the section from Dien Cat commune (Dien Chau district) to the QL46B intersection, Hung Tay commune (Hung Nguyen district) about 30km long.
Speaking at the ceremony, Deputy Minister of Transport Le Anh Tuan informed that the Cam Lam - Vinh Hao and Dien Chau - Bai Vot component projects are two BOT projects, which started in 2021. However, during the construction process, many difficulties were encountered such as: COVID-19 pandemic; the project area has complex terrain and geology, so many technical solutions have arisen, prolonging the implementation time; fuel and material prices have fluctuated.
However, both projects have been completed as planned. The two projects were implemented under the BOT contract method and saved nearly 1,400 billion VND.
“Up to this point, 11 component projects of phase 1 have been basically completed. The Ministry of Transport is directing strongly to inaugurate the remaining 20km of the Dien Chau - Bai Vot component project in the third quarter of 2024. By the end of 2025, 12 component projects of the North - South expressway phase 2021 - 2025 and some other sections will be basically completed to open the entire route,” said Deputy Minister Le Anh Tuan.
Shorten travel distance
Speaking at the ceremony, Mr. Nguyen Duc Trung - Chairman of Nghe An Provincial People's Committee said that the North - South Expressway is a national key project, with a huge amount of land clearance, affecting many households. Particularly, the Dien Chau - Bai Vot section through Nghe An province has 347 households to be relocated, the land acquisition area is about 361 hectares.
Recognizing the importance of the project, Nghe An province promptly established a Steering Committee for site clearance, promptly directed localities, relevant departments and branches, closely coordinated with investors to make efforts and resolutely carry out site clearance work to meet the requirements set forth by the Government and the Ministry of Transport.
According to Mr. Trung, after nearly 3 years of implementation, despite many difficulties, the North-South expressway construction project from Dien Chau to National Highway 46B has been completed and put into operation on schedule.
The route, which will be put into operation, along with the Nghi Son - Dien Chau section completed in October 2023, is of great significance to localities, including Nghe An province. That is: Contributing to the completion of the expressway system in the province, forming a vital traffic route, a backbone connecting economic regions, economic corridors, and key industrial zones.
Next is to shorten the connection time between Nghe An and the provinces of the Northern key economic region, especially with the capital Hanoi; Reduce the load on National Highway 1, meet the transportation and travel needs of people and businesses at high speed and safety, creating favorable conditions for the circulation of goods; Create momentum, spread, promote socio-economic development; open up new spaces and opportunities for tourism development; Attract investment and ensure national defense and security...
The Dien Chau - Bai Vot expressway component project is 49.3km long, the completed phase is an expressway with a design speed of 100-120km/h (according to TCVN 5729 - 2012 Standard), the Than Vu tunnel alone has a design speed of 80km/h; the investment phase has a scale of 4 lanes, 17m wide.
The project passes through Dien Chau, Nghi Loc, Hung Nguyen districts (Nghe An province) with 44.4km and Duc Tho district (Ha Tinh province) with 4.9km. This expressway started construction in May 2021, playing an important role in connecting Hanoi to Nghe An and Ha Tinh. The project has a total investment of VND 11,157.82 billion.
According to the design, phase 1 of the project is divided into investment phases with a scale of 4 lanes, a roadbed width of 17m, and a design speed of 80km/h. When completed, the expressway will have 6 lanes, a roadbed width of more than 32m.
During the technical opening phase, vehicles weighing over 10 tons are not allowed to enter the expressway. The maximum speed on this route is 90km/h, minimum 60km/h; The maximum speed at both ends of Than Vu tunnel is 80km/h, and inside the tunnel is 70km/h.
