
Waiting for the site to make piers and piers
The weather has not yet completely turned to the rainy season, but these days, the construction site on the east bank of Truong Giang Bridge to the end of DT613B (Thanh Nien coastal road) of the Tam Hoa main road project connecting National Highway 1 to Vo Chi Cong and DT613B streets is unusually quiet.
A resident of Hoa An village (Tam Hoa commune, Nui Thanh district) said that people are looking forward to the completion of Truong Giang bridge so that they can cross the bridge to the center of Tam Hoa commune, avoiding the ferry. Due to heavy rain and strong winds, the ferry stopped operating, so they had to go around to Tam Tien commune and then back down about 15km. However, for nearly a month now, the east side of the bridge project has not seen the bustling construction scene as before.

Explaining the above situation, the investor's representative ( Quang Nam Province Traffic Construction Investment Project Management Board) said that the construction site for pillars T8, T9 and pier M2 of Truong Giang bridge has not been handed over by Nui Thanh district due to the high-tech shrimp farm of Mr. Tran Cong Thanh.
The above scope has "4 not yet": Review and collect all relevant legal documents; complete measurement and map adjustment; complete inventory and counting; determine unit prices for assets and architectural objects without unit prices issued by the State.
Therefore, the contractor has stopped construction at the site since August 2024. On the west bank, the construction of T1 and T2 pillars has also stalled due to land issues of Mr. Tran Van Tai's household.

At the Song Cho bridge construction site, engineer Dau Cao Hoan - Site commander of Thai Son Traffic Construction Joint Stock Company (a member of the contractor consortium) said that the contractor is in charge of the Song Cho bridge and the entire road section of the project.
Currently, the unit has cast the girders and is about to complete piers T2, T3, T4, T5 of Song Cho Bridge. The road section has no leveling, if any, it is “leopard skin”. This September, if the leveling of pier M2 and pier T6 is not completed, the contractor will also run out of work.
The joint venture contractor shared that for bridge construction, mobilizing a lot of human resources and equipment is required and the cost is very high. However, from March 2024 until now, human resources and equipment for drilling piles have had to rest and wait, causing waste of time and additional costs.
Urgently remove obstacles
The investor said that construction started on April 26, 2023. The Tam Hoa Main Road project connecting National Highway 1 to Vo Chi Cong Street and DT613B is about 4.8km long (Song Cho Bridge is 247.8m long; Truong Giang Bridge is 504m long and the road section is 4,077.2m long).

Compensation and site clearance work will be carried out from May 2023. To date, 5 compensation plans have been approved, mainly for land managed by the State, graves, boat support and some land plots of households and individuals with a value of about 3.8 billion VND.
However, the surface is not continuous, so the road cannot be constructed. The contractor can only build a number of piers and pillars within the water surface area managed by the State of the two bridges Truong Giang and Song Cho.

The project passes through Tam Anh Nam commune (about 0.8km long) and Tam Hoa commune (about 4km). Of which, Tam Anh Nam commune has a total of 134 affected plots of land and has announced the land recovery of 134 plots, only 1 plan for grave relocation and payment has been approved.
Tam Hoa Commune has a total of 229 affected plots of land, but has only announced the land reclamation of 175 plots. In addition, the locality has approved 4 plans and paid money, but the plots of land are scattered so construction cannot be carried out.
The construction area of the road affecting the protective forest land is about 2km. The decision to change the forest use purpose has been issued but the land has not been handed over yet. The reason is that it is stuck with procedures for recovering state assets for the timber trees used to hand over the forest land.

On August 28, 2024, the People's Committee of Nui Thanh district issued Report No. 343, recommending the Provincial People's Committee and relevant agencies to consider and agree on the policy of allowing self-organization (without hiring a consulting unit to prepare documents), establishing a working group to exploit and utilize forest products according to the current situation. Revenue from the actual recovered assets will be paid into the state budget.
Recently, the investor and contractor requested Nui Thanh district to continue to pay attention to directing relevant agencies and units to actively cooperate and speed up the progress of removing congestion.
While waiting for the Provincial People's Committee to issue compensation policies, agencies and units proactively resolve and complete legal procedures (land use origin, map adjustment, etc.) to speed up the preparation, submission, appraisal and approval of plans, and payment. In particular, pay attention to clearing forest land to have public roads, and coordinate sand for construction to treat weak ground in Phu Vinh village (Tam Hoa commune).
The Tam Hoa main road connecting National Highway 1 to Vo Chi Cong Street and DT613B was approved by the People's Committee of Quang Nam province for investment project in Decision No. 3995, dated December 31, 2021 with a total investment of 646 billion VND. Of which, the central budget supports 517 billion VND, the provincial budget 129 billion VND. The Provincial People's Committee assigned the People's Committee of Nui Thanh district to be the investor of the compensation sub-project.
