According to experts and businesses, through Decree No. 205, the Government has expanded incentives on capital, technology, human resources and markets, creating a strategic "push" for Vietnam's supporting industry to accelerate in the coming time.
Policy advocacy
One of the new policies stipulated in Decree No. 205 is that the decree emphasizes research activities, product development, technology transfer and human resource quality improvement, which are considered the foundation of the processing and manufacturing industry. When enterprises cooperate with research institutes and universities to develop supporting industrial products, they will be supported with up to 50% of the costs for items such as: purchasing machinery, designing models, specialized software, hiring consultants, paying patent fees or product inspection.
Also according to Decree No. 205, capital from the National Technology Innovation Fund, the National Science and Technology Development Fund and current high-tech development programs are effective channels for enterprises participating in the innovation process to access. Enterprises will be supported in the fields of environment, law and quality control... Projects producing supporting industrial products on the priority list are exempted from or have reduced land and water surface rents and enjoy tax incentives and investment policies according to the law.
The above new policies are expected to help enterprises, especially small and medium-sized enterprises, access advanced technology, thereby improving product quality and increasing competitiveness in the international market. However, to take advantage of them effectively, enterprises need to improve their technical and financial capacity. In addition, the State continues to have a transparent resource allocation mechanism, avoiding the situation of supporting the wrong subjects, ensuring a real impact on the supporting industry.

Among them, factors such as: access to land, preferential credit loans, investment in machinery and technology... are always problems. Small and medium enterprises are enthusiastic but sometimes slow down the pace of development due to barriers. Therefore, the policies put forth need to be ensured to be implemented effectively and practically so that enterprises can benefit.
The shift in global supply chains is an opportunity for Vietnam and businesses to seize to cooperate and bring their products to the big sea. That requires businesses to proactively innovate and upgrade their own capacity; along with that are support policies from the State.
Businesses strive to assert themselves
Nhat Tin An Packaging Company Limited is a manufacturer of carton packaging, located in Bien Hoa 2 Industrial Park (Tran Bien Ward). The company supplies many types and designs of carton packaging for industrial manufacturing enterprises in and outside the province. As a manufacturer of supporting industrial products, Nhat Tin An is eager to expand its customer base and sales.
According to Ms. Nguyen Huyen Trang, Director of Nhat Tin An Packaging Company Limited, the company's customers are mainly wood manufacturing enterprises in Dong Nai province, Ho Chi Minh City... Currently, the company is expanding its market abroad and the foreign market consumes about 20% of the company's products. The company's desire is to continue to be facilitated to cooperate with many wood industry partners in the province to diversify products and expand the consumption market, enhancing brand recognition.
“As a Dong Nai enterprise, we are trying to assert ourselves, connect and cooperate with the local wood industry to supply them with supporting products,” Ms. Trang shared.
Vinastar Technical Plastic Production and Trading Company Limited (Trang Dai Ward) is currently one of the few units capable of providing customers with comprehensive solutions through a closed process from mold design, mold production, sample testing, plastic product production with injection or blowing technology, printing or labeling. This is thanks to the fact that over the years, the company has participated in the Project to Complete the Overall Model to Improve Productivity and Quality in Enterprises in the Industry and Trade Sector implemented by the Vietnam Productivity Institute. From there, the company innovated techniques, applied modern technology to digital transformation of logistics and developed corporate culture. This helps increase efficiency, reduce costs and move towards a smart factory, in line with modern production trends.
Mr. Mai Khanh, the company's director, said that despite the difficulties and obstacles, the company always strives to build its strategy. The core of Vinastar is to focus on human resources, while at the same time innovating technology in production, creating products that increasingly meet the criteria of partners.
