DNA-integrated ID cards are a technological innovation in which an individual’s genetic information is encoded and stored digitally on an ID card. DNA, which is unique to each individual, can provide an extremely accurate method of identification, far surpassing traditional identification methods such as fingerprints or facial images.
Decree 70/2024/ND-CP details a number of articles and measures to implement the 2023 Law on Identification, effective from July 1. It clearly states how to collect and update biometric information on DNA and voice into the identification database. According to the Law on Identification No. 26/2023/QH15, biometric information on DNA is collected when people voluntarily provide it when carrying out identification procedures.
DNA-integrated ID cards are a technological innovation.
According to the National Population Data Center, instructions for citizens to use the citizen identification gene testing service include 4 steps:
Step 1: Register and go to the sampling point: Citizens contact GeneStory hotline 1800888680 for procedural instructions and coordination to the nearest sampling point.
Step 2: Verify information: At the sampling point, verify citizens with chip-embedded ID cards.
Step 3: Technician/nurse takes sample. Sample is sealed and transported to GeneStory laboratory for analysis.
Step 4: Return results to citizens within 7 working days. After receiving results, citizens can easily request to integrate DNA biometric information into the ID database at ID management agencies.
For citizens who have had DNA identification test results performed at agencies and organizations that are guaranteed to be announced by the identification management agency of the Ministry of Public Security , citizens only need to provide information related to the integration request to the identification management agency. After that, the receiving officer will receive the request for DNA information integration.
It is known that GeneStory is a company providing comprehensive gene decoding services, established by Vingroup Corporation, which is the unit announced by the identification management agency of the Ministry of Public Security in the list of agencies and organizations that meet the conditions to transfer DNA information data to the Identification Database when requested by citizens.
There are many benefits of integrating DNA into ID cards that people may not know, specifically:
Increased Security: With DNA information, counterfeiting of identification cards becomes nearly impossible. This enhances security in financial transactions and legal procedures.
Accurate identity verification: DNA provides a nearly foolproof identification method, helping authorities manage populations and control borders more effectively.
Medical Applications: Integrated DNA data can also assist in medical emergencies, allowing rapid identification of people in need of assistance and providing vital medical information.
Along with the benefits, integrating DNA into ID cards also poses significant challenges in terms of privacy and data security. Countries need to establish a strong and transparent legal framework to ensure that personal information is properly protected and not misused.
It can be seen that the DNA-integrated ID card promises to be a big step forward in personal information management and national security. However, to implement it effectively, it requires close cooperation between authorities, scientists and the community to ensure the safety and rights of each individual.
