From early morning, more than 10 youth union members of Huong Tra ward came to the ward's Public Administration Service Center to guide and support people in carrying out basic administrative procedures, such as birth registration, permanent residence registration, submitting online public service applications... For the elderly, the young people enthusiastically guided each operation on the phone and filled out the application.

Ms. Doan Thi Kim Yen (Huong Tra ward) said that because of her old age, she had difficulty using her phone to complete administrative procedures. “The young people saw that I was clumsy, so they came to ask questions and enthusiastically supported me step by step, from how to get a number, file code, to looking up information from the VNeID app. Thanks to the union members, my work was completed quickly.”
In the early days of operating the two-level local government, many people did not know where to go to do their paperwork or what kind of documents they needed. When they arrived at the Public Administration Service Center, the youth union members guided them through each type of paperwork and the staff received and processed the paperwork. This also reduced the workload for professional staff so they had more time to process the paperwork.

Ms. To Ngoc Hanh Nu, Secretary of the Youth Union of Huong Tra Ward, shared that the Ward Youth Union has deployed a volunteer shock force to support the operation of the two-level local government, especially the organization of a Youth Volunteer Team to support people in performing online public services at the headquarters of the ward's Public Administration Service Center. This is also an opportunity for young people to affirm their position, improve their capacity and contribute to building an increasingly effective and efficient government.
Up in the mountainous commune of Phuoc Tra, to support the people and administrative activities, the commune has established a technology and professional rescue team. The technology rescue team consists of 5 members and 8 rescue teams in 8 villages in the commune, with a total of 44 members. The village chief is the team leader and the members are civil servants of the commune People's Committee, youth union, and the village front work committee.

The team members went directly to each residential area, policy families, the elderly... to propagate and guide the use of VNeID level 2. The staff of the rescue team will support people, especially the disadvantaged, to carry out basic administrative procedures at the commune. At the same time, handle incidents at the grassroots level, receive and initially handle simple incidents related to infrastructure and equipment, such as computers, printers, networks... In addition, the team is responsible for immediately reporting complex incidents that are beyond the handling capacity to the Da Nang City Working Group.
Mr. Nguyen Thanh Liem, Vice Chairman of Phuoc Tra Commune People's Committee commented: "This activity has contributed to raising people's awareness of digital transformation, helping them access and use the utilities of information technology effectively. In particular, the youth volunteer team has demonstrated its pioneering role, close to the people, spreading the beautiful image of youth in the digital age".

Mr. Le Cong Hung, Secretary of the Da Nang City Youth Union, said that through this activity, the aim is to promote the pioneering role of young people and students in supporting local authorities in implementing the two-level local administration model and digital transformation. From here, we aim to support officials, civil servants and people to access and effectively use online public services and digital platforms. At the same time, we create an environment for training and dedication for young people; contributing to building digital government and digital society from the grassroots level.
