Effective advice, timely assurance of fuel for tasks

Over the years, the Petroleum Department (General Department of Logistics and Engineering) has always thoroughly grasped the resolutions and directives from above, performed well the work of advising, directing, and organizing the assurance of petroleum, technical means and petroleum materials for the tasks of the entire army and building a strong military petroleum industry...

One of the highlights of the Petroleum Department in implementing the Resolution of the Party Congress of the Department for the 2020-2025 term is to proactively and sensitively research and grasp the situation to forecast, propose policies, tasks, and comprehensive and timely leadership solutions, especially in the work of sourcing and purchasing. Develop a scientific , specific, and practical work plan; lead, manage, command, and operate in a unified and drastic manner; assign and assign tasks to people, tasks, responsibilities, and time clearly; focus on removing difficulties and obstacles to successfully complete the task of ensuring petroleum.

Therefore, although the work of sourcing and purchasing, especially imported special gasoline and oil, encountered many difficulties; the domestic gasoline and oil supply market was sometimes locally scarce, prices fluctuated; storage capacity did not meet requirements; the system of warehouses, stations, and gasoline and oil pipelines was not synchronized... the results of all important work aspects met and exceeded the targets set out in the resolution.

With a positive and proactive spirit, the Petroleum Department has researched and advised the Head of the General Department of Logistics (now the General Department of Logistics and Engineering) and the Head of the Ministry of National Defense on many effective policies, solutions, mechanisms and policies for petroleum work; promptly and effectively develop and implement plans and programs to implement the goals and tasks of petroleum work according to resolutions of all levels. Advise, direct and organize the good assurance of petroleum, technical means, petroleum supplies for combat readiness (SSCD) and sudden tasks of the Army; prioritize ensuring training tasks, SSCD, protecting sovereignty over seas, islands, borders, key areas of national defense and security, and responding to and overcoming the consequences of natural disasters and epidemics. Strictly maintain the SSCD petroleum reserves, sudden task reserves and national reserves in national defense with sufficient quantity, synchronous structure, and good quality; At the same time, the staff advised on the introduction of a number of new petroleum equipment into the SSCĐ reserve. The planning, investment, construction, and upgrading of petroleum projects were carried out in accordance with regulations and rules, and were effective; the petroleum storage capacity in the entire army increased by more than 20% compared to the previous term.

The Petroleum Department has directed and organized to ensure sufficient and timely petroleum, technical equipment, and petroleum supplies for regular tasks, contributing to the successful implementation of military logistics and engineering work. The work of receiving, preserving, distributing, operating, and transporting has been implemented strictly, safely, and with losses within the norm. Over the past 5 years, the Petroleum Department has drastically implemented measures to practice thrift, combat waste, and save 10% of the limit according to the Ministry's decision. Organized the creation of sources, procurement of petroleum, and guided and directed units to purchase at a decentralized level annually according to the approved plan, ensuring compliance with regulations. By the end of 2024, the method of creating sources to ensure petroleum, creating domestic procurement sources, and decentralizing appropriately according to the types of units will be basically completed.

To do a good job of creating special fuel sources, the Department has proactively advised the superiors and proposed that the Prime Minister direct the Vietnam Oil and Gas Group (now the Vietnam National Energy Industry Group) to assign Binh Son Refining and Petrochemical Joint Stock Company to research and produce special fuel at Dung Quat Oil Refinery, replacing fuel produced by the Russian Federation. The trial units achieved good results, and the head of the Ministry of National Defense decided to allow them to reserve, use, and replace them on technical equipment. Thanks to that, since 2023, the domestic supply of special fuel has been self-sufficient; in 2024, the Department has proactively advised the leaders of the General Department and the Ministry of National Defense to create a domestic source of special oil and grease to ensure that the entire army can carry out its tasks.

Promoting the achieved results, in the coming years, the Party Committee and the command of the Petroleum Department will determine to thoroughly grasp and strictly implement the resolutions, directives and conclusions of all levels on military and defense tasks, logistics and technical work and petroleum work, concretizing them into leadership policies and measures. Promoting the combined strength, focusing on building a clean and strong Party Committee of the Department, excellently completing tasks; building a comprehensively strong agency and unit that is "exemplary and typical". Accurately, correctly and effectively advising on policies and measures on petroleum work to meet task requirements; directing and organizing to ensure sufficient and timely petroleum, technical means and petroleum materials, contributing to building a strong national defense, building a revolutionary, disciplined, elite and modern army, excellently completing tasks.

Lead, direct, and organize the timely and sufficient supply of petroleum, technical equipment, and petroleum supplies for the entire army's missions in all situations. Continue to innovate and improve methods of sourcing and purchasing petroleum, technical equipment and petroleum supplies; by 2030, basically create domestic sources for all types of petroleum, technical equipment and petroleum supplies; focus on investing in purchasing a number of modern, automated, and safe storage and refilling facilities in management, reception, and distribution. Build a petroleum depot system with sufficient capacity to meet the Army's needs, meeting standardized and unified standards at all three levels; 50% of strategic petroleum depots are built and managed according to the "Smart Warehouse" model... This is also the direction and main goals that the 13th Congress of the Petroleum Department Party Committee, term 2025-2030, determined to focus on leading and striving to complete, to be worthy of the 70-year tradition of building, fighting and developing the heroic petroleum troops.
