Meanwhile, the goals of creating space, urban landscape, and increasing people's enjoyment of the model of a riverside city have not really been defined.
Not highlighting the value of Dong Nai River
Currently, for the Dong Nai River section through Bien Hoa City, the Nguyen Van Tri Park area is where the riverbank reinforcement system has been completed long ago. Recently, about 1km of riverbank reinforcement under the Dong Nai River Reinforcement Project from Phuoc Lu communal house to the residential area along Rach Cat River has been completed.
In addition to the above two areas, projects to build embankments and roads along the Dong Nai River (from Hoa An Bridge to the border of Vinh Cuu District), embankments to reinforce the Dong Nai River bank from the residential area along Rach Cat River, Thong Nhat Ward to Wastewater Treatment Plant No. 2, Tam Hiep Ward; embankments to prevent landslides on the Dong Nai River bank from Rach Cat Bridge to Ghenh Bridge on Pho Islet and embankments to reinforce the Dong Nai River bank, from Wastewater Treatment Plant No. 2, Tam Hiep Ward to An Hao Bridge, An Binh Ward are also being implemented.

However, according to the assessment, the design of the Dong Nai river embankment construction projects that have been and are being implemented only meet the goal of preventing riverbank erosion. Meanwhile, other goals have not really been met.
In the urban development planning of Bien Hoa, the Dong Nai River is identified as the main landscape axis of the city. However, according to architect Khuong Nguyen Duc Chuong, Chairman of the Provincial Association of Architects, the design of the current Dong Nai River embankment reinforcement projects has not met this goal. “The Dong Nai River embankment system in Bien Hoa city is currently mainly a hard embankment, separating access to the space on the shore from the river surface. Therefore, it has not created space and urban landscape along the river; at the same time, it limits the interaction between people and the river surface,” architect Khuong Nguyen Duc Chuong assessed.
What is the suitable design for Dong Nai river embankment system?
In early June, during a field inspection of Dong Nai River embankment reinforcement projects in Bien Hoa city, Vice Chairman of the Provincial People's Committee Ho Van Ha assessed that the current design of the Dong Nai River embankment system does not really meet the needs of urban development.
According to Vice Chairman of the Provincial People's Committee Ho Van Ha, the design of the Dong Nai River embankment section through Bien Hoa city, in addition to the goal of preventing riverbank erosion, also needs to aim at creating urban space and landscape. Along with that, this design needs to be synchronized with the riverbank space, creating a reasonable public space to increase people's enjoyment. "The Department of Construction and related units need to consider, study, and propose a design for the Dong Nai River embankment system suitable for the development needs of Bien Hoa city. In particular, the highest goal to aim for is to increase people's enjoyment", Vice Chairman of the Provincial People's Committee Ho Van Ha requested right at the inspection session.
According to architect Khuong Nguyen Duc Chuong, the Dong Nai River section flowing through Bien Hoa city rarely floods, and if it does, it is not large. Therefore, in the design of the river embankment system, the maximum goal of flood prevention should not be "traded off" while ignoring other goals, especially the creation of urban space and landscape along the river.
From the above comments, Mr. Chuong said that the design of the Dong Nai River embankment system through Bien Hoa city should follow the direction of building a mixed embankment including a hard embankment system and a soft embankment system. “The hard embankment is the embankment system that has been built in the Nguyen Van Tri park area. Meanwhile, the soft embankment system will be built in the direction of the embankment top being level with the low water level (lowest) of the Dong Nai River. From the embankment top, the embankment system will be built in a space that gradually moves towards the shore,” Mr. Khuong Nguyen Duc Chuong proposed.
According to Mr. Chuong, depending on the location and area associated with the space on the riverbank, it is possible to choose to build a hard or soft embankment. For the soft embankment system, it will create space to develop the riverside landscape system; at the same time, create a space for interaction between people and the water surface of the Dong Nai River.
