Currently, key transport infrastructure projects are being simultaneously deployed and accelerated; many civil works, social housing projects, and real estate projects in many localities are also being built, contributing to promoting the socio -economic development of the whole country with the determination to complete the growth target of 8% in 2025, creating momentum, creating position, and creating force for the 2026 - 2030 period to grow at a double-digit rate.
Accordingly, the Government and the Prime Minister have given many strong instructions to ministries, branches and localities to focus on ensuring the supply of construction materials, especially for key national infrastructure projects.
However, recently, the prices of some construction materials, especially sand, gravel, stone, bricks, leveling materials, road embankment materials... have increased abnormally, directly affecting construction costs and construction progress.
The main reasons are the emergence of factors affecting the supply and demand of the construction materials market, delays and congestion in licensing the exploitation of sand, gravel and construction stones, speculation, hoarding, price gouging and signs of manipulation and market manipulation of construction materials.
In reality, the construction materials market in the province has witnessed major fluctuations, especially the sharp increase in the price of burnt bricks from 20 - 30% in the past 6 months. Along with that, the price of sand has also increased "dizzily" from 25 - 30% compared to the end of last year.
This escalation has caused many projects to encounter difficulties during construction, resulting in delays as construction costs have significantly "increased"; many households have even stopped building houses, waiting for construction material prices to "cool down".
Implementing the Prime Minister's Official Dispatch No. 85 on strengthening solutions to manage and stabilize construction material prices, the Provincial People's Committee has issued a document requesting the Department of Construction to urgently review, evaluate, and synthesize the demand for construction materials in the area, especially construction materials for leveling the ground to implement key national projects, important projects, industrial development, urban areas, infrastructure, production and business establishments in the province.
Based on the determination of the demand for construction materials, coordinate with the Department of Agriculture and Environment to review the planning, identify mines, supply sources, capacity, and supply capacity; accelerate the granting of mining licenses, extensions, and adjustments to mining capacity, and hand over mines directly to contractors for projects that are still lacking, important national projects... prioritize ensuring the source of construction materials for important, key national projects, projects that must be completed early, and urgent civil works.
Strengthen inspection, supervision, monitoring, urging, closely following developments in the construction market, proactively proposing solutions within authority, promptly reporting to competent authorities for direction and handling of issues beyond authority; control price declaration and posting according to regulations, ensure publicity and transparency of information on construction material prices in the area, avoid phenomena of "speculation and price increase".
Timely update and publish construction material prices and construction price indexes to ensure accurate reflection of material price components and consistent with market price levels. For materials with unusual fluctuations, publish monthly, or earlier when necessary, urgent cases must be handled immediately...
Functional sectors and local authorities in the province actively and proactively inspect and strictly handle violations in the exploitation, transportation and trading of construction materials, violations in licensing, exploitation and trading of construction materials; resolve to eliminate illegal construction material gathering and trading sites.
Implementing the direction of the province, the Provincial Market Management Department requires its affiliated Market Management Teams to regularly collect information and monitor fluctuations in construction materials.
Strengthening local management, implementing professional measures, proactively coordinating with relevant functional units to strengthen market inspection and control, promptly preventing and strictly handling according to legal regulations organizations and individuals involved in transporting and trading fake construction materials, without origin, invoices and legal documents; acts of speculation, hoarding, unreasonable price increases of construction materials and other violations of the law.
Combine market inspection and control activities with propaganda and dissemination of legal regulations in construction materials trading activities to organizations, individuals and consumers to raise awareness and sense of law compliance.
