Strengthening resources, clearing "bottlenecks", comprehensive development

BHG - Resolution 06 of the Provincial Party Committee on education and training development for the 2021-2025 period was issued in the context of the province's education quality being at the bottom of the country, surrounded by many limitations and difficulties. With 7 specific targets and 7 key tasks and solutions, aiming at real teaching, real learning, real testing, real quality, Resolution 06 is expected to create a "push" for education to break through and develop comprehensively.

With 7 specific targets and 7 key tasks and solutions, aiming at real teaching, real learning, real testing, real quality, Resolution 06 is expected to create a "push" for education to break through and develop comprehensively.

Many targets "reached"

In February 2023, Thai Nguyen University (TNU) Branch in Ha Giang was established with the functions and tasks of training, fostering human resources and implementing research activities, applying and transferring science and technology, contributing to the socio-economic development in the locality. The Branch is training 5 majors, including 4 majors at university level and 1 major at college level; linking member schools of TNU to train 6 majors according to actual needs. After 2 years of operation, the Branch is training systems and types with over 1,080 students. The establishment of the TNU Branch in Ha Giang along with the establishment of a series of boarding schools for ethnic minorities in the districts are 2 of the targets "reached" 2 years ahead of Resolution 06.

Going back to the beginning of the 17th Provincial Party Congress, the province frankly acknowledged the low quality of education and training; slow innovation in educational methods; examinations, tests and evaluation of results lacking substance, still showing signs of achievement disease; a number of cadres and teachers were weak in professional expertise, in some cases there were degradation in quality, ethics, and violations of the law. Teaching facilities and equipment were much less than actual needs. The main reasons leading to the above situation were the limited awareness of some Party committees and authorities, lack of investment resources, and low awareness and responsibility of some cadres and teachers.

Resolution 06 was issued to build a synchronous, streamlined, and effective education system; diversify learning methods; build a team of teachers with strong political ideology, good moral qualities, sufficient in quantity, and reasonable in structure; improve the quality of comprehensive education; attach importance to traditional culture, history, and life skills education for students; improve facilities and equipment for teaching and learning; and promote the effectiveness of the Scholarship and Talent Promotion Fund.

To put the resolution into practice, the province established a Steering Committee to improve the quality of education, issued action programs, plans, and projects, concretized in annual socio-economic development goals; propagated, raised awareness and responsibility of local Party committees and authorities; mobilized and integrated resources to develop education.

Thereby, many tasks and goals were achieved and exceeded the Resolution. Educational facilities were streamlined and effective; many new educational facilities were established to meet students' learning needs. The rate of solid classrooms reached 69.58%; social mobilization was over 580 billion VND. The rate of teachers meeting the qualifications according to the 2019 Education Law exceeded 8.75%; the rate of schools meeting national standards exceeded 0.16%. The indicators of children completing preschool education programs and proficient in Vietnamese, the rate of 5-year-old children going to school, 6-year-old children entering grade 1, students completing primary school programs entering grade 6, students graduating from junior high school entering high schools, and students transferring grades all met and exceeded the plan. The province maintained national standards on universalizing preschool education for 5-year-old children, universalizing primary education at level 2, and universalizing secondary education at level 1.

Implementing the new general education program, schools are constantly innovating teaching methods, testing and evaluating students according to knowledge and skills standards; focusing on digital transformation of education; enhancing political, ideological, ethical and lifestyle education for students. Nearly 10,000 teachers and students participated in experiential activities, learning about history, culture, and life skills education; emulation movements in schools have developed widely. Forms of organizing vocational education associated with student streaming after junior high school and counseling, career guidance and entrepreneurship have been implemented in a variety of ways. In the period of 2021 - 2024, the whole province spent over 3.7 billion VND from the Scholarship - Talent Promotion Fund to reward teachers and students with outstanding achievements.

State management of education and training has been innovated, appropriate and effective, decentralization of management has been implemented, autonomy and self-responsibility have been given to public service units and educational institutions; inspection and examination activities have been strengthened. Regimes and policies for education and training development have been fully and promptly implemented.

In addition to the outstanding results, there are still many difficulties, in which some targets have not been achieved compared to the Resolution such as: The rate of solid classrooms for preschool level has only reached 49.77%, significantly lower than the target. The rate of students after secondary school entering vocational training has reached 20.4%/30% of the target. The quality of education is not uniform among regions. In particular, the province lacks nearly 1,000 teachers compared to the staffing quota; a number of teachers have not proactively innovated teaching methods. Facilities are still lacking, especially auxiliary works such as libraries, toilets, kitchens, and dormitories; enhancing Vietnamese for ethnic minority children is still difficult. Vocational education and continuing education are not really attractive, training efficiency is not high, community learning centers operate monotonously; student streaming is not strong, the rate of students dropping out of school or going to work after secondary school is still high.

For education to truly innovate fundamentally and comprehensively in the spirit of Resolution No. 29 of the Central Committee, stronger solutions are still needed. In particular, continuing to focus on synchronously implementing the directions of the Central Committee and the province on education development, especially the Project "Improving the quality of education in the province for the period 2023 - 2030"; reviewing, arranging, and streamlining the network of schools and classes associated with merging commune-level administrative units; building a team of teachers with sufficient quantity and quality standards. Increasing investment in facilities, prioritizing particularly difficult areas; mobilizing social resources to build national standard schools and high-quality schools; improving accommodation and living conditions for semi-boarding and boarding students. Innovating communication work, raising awareness of parents and students about the role of vocational education; promoting post-secondary education streaming. Strengthening inspection and examination, improving the effectiveness of State management in the field of education. Strongly promote emulation movements "Teach well - Learn well", multiply typical examples and effectively use the Scholarship - Talent Promotion Fund.

It can be seen that Resolution 06 has clearly transformed the education sector, from awareness to action, from policy to practice, from central areas to border communes and from teachers' lectures to students' minds in everyday life. Compared to Vietnam's education system, the province's education still has many limitations, so the journey of educational innovation is still difficult, but with the spirit of openness, initiative and creativity, Ha Giang continues to persevere in implementing the goals set out in the Resolution.
