New Chairman of Quang Ninh Provincial People's Council is from Hai Duong

Accordingly, Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Quang Ninh Provincial Party Committee, was elected to hold the position of Chairwoman of the 14th Quang Ninh Provincial People's Council for the 2021-2026 term with the maximum number of votes in favor.

New Chairwoman of Quang Ninh Provincial People's Council Trinh Thi Minh Thanh, born in 1973, hometown Le Ninh commune, Kinh Mon town ( Hai Duong ); Advanced degree in Political Theory, Bachelor of Economics, Master of Economic Management.

Before becoming Deputy Secretary of the Quang Ninh Provincial Party Committee in 2021, Ms. Trinh Thi Minh Thanh served as Vice Chairwoman of the Quang Ninh Provincial People's Council, Director of the Department of Finance, Chairwoman of the Provincial Women's Union, and Deputy Secretary of the Ha Long City Party Committee.

New Chairman of Quang Ninh Provincial People's Committee Pham Duc An delivered a speech accepting the assignment, affirming his determination and unity to perform well the new task.

Mr. Pham Duc An, Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term, was elected to hold the position of Chairman of the People's Committee of Quang Ninh province for the 14th term, 2021-2026 term with a consensus rate of 96.5% of the delegates present.

Earlier that morning, the Quang Ninh Provincial Party Committee held a conference to implement the decision of the Secretariat on the transfer and appointment of Mr. Pham Duc An, member of the Standing Committee of the Central Enterprises Party Committee, Party Secretary, Chairman of the Board of Members of the Bank for Agriculture and Rural Development of Vietnam to join the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.

New Chairman of Quang Ninh Provincial People's Committee Pham Duc An (born in 1970; hometown Thanh Long commune, Thanh Chuong district, Nghe An province); joined the Party on January 11, 2000, advanced degree in political theory, Bachelor of Economic Law, Bachelor of Banking - Finance, Master of Business Administration.

Mr. Pham Duc An has many years of experience in the banking industry, holding the positions of Party Secretary, Director of the Bank for Investment and Development of Hung Yen Branch; Deputy General Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV); Deputy General Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV); Chief of Office of the State Bank of Vietnam.

Since May 2020, Mr. Pham Duc An has been Party Secretary and Chairman of the Board of Members of the Vietnam Bank for Agriculture and Rural Development before being transferred and appointed to hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee on December 10, 2024.
