Positive changes in resource management and environmental protection

Reporting to the working delegation, Comrade Nguyen Huu Dong, Secretary of the Provincial Party Committee, said: With the spirit of drastic and close direction of the National Assembly, the Government as well as the Ministry of Natural Resources and Environment, the tasks, goals and solutions set out by the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee of Son La province have been demonstrated throughout the Resolution of the 15th Provincial Party Congress, term 2020-2025.

The Congress identified 3 breakthroughs and 9 key tasks, aiming to build Son La province to develop greenly, quickly and sustainably; issued and organized the implementation of 9 projects, 10 resolutions, and 1 conclusion to concretize the implementation of the Resolution of the 15th Provincial Party Congress.

In 2023, the total regional product (GRDP) will reach VND 34,506 billion, up 0.75% over the same period. The local state budget revenue will reach VND 4,290 billion, equal to 101% of the central budget estimate and 89% of the provincial People's Council budget estimate; trade and tourism activities will be maintained and developed, with total retail sales of goods in 2023 reaching VND 30,800 billion, up 13.6%; the value of exported goods will reach 186.8 million USD, up 6.9%.

Establish a working group to inspect and urge state budget collection and promote disbursement of public investment capital, promptly remove difficulties and obstacles in site clearance and construction materials. During the year, new investment policies were granted to 24 projects, with registered capital of over VND 17,000 billion; investment policy decisions were adjusted for 9 projects, with an additional capital of VND 505 billion.

Implement well the state management of land, minerals, and environmental protection. The province has organized the signing of commitments between the Chairmen of the People's Committees of districts and cities and the Chairman of the Provincial People's Committee on strengthening the role and responsibility in resource management and environmental protection; completed the approval of the 2024 Land Use Plan of 12 districts and cities.

To successfully implement the Resolution of the 15th Provincial Party Congress and effectively perform the task of natural resources and environmental management, on February 22, 2024, the Provincial Party Standing Committee worked with the Party Committee of the Provincial People's Committee on the development of the natural resources and environment sector.

Accordingly, Son La sets a target of completing the drafting of detailed guidelines for the implementation of the 2024 Land Law by 2025; perfecting the organization of the State land management apparatus at all levels. By the end of 2025, completing land measurement and registration, and building a database for land originating from agricultural and forestry farms. The rate of urban solid waste collected and treated will reach 92.5%; rural solid waste collected will reach 88%. In 2024, auctioning and licensing of mineral exploitation for construction materials will ensure progress, meeting investment needs for the Hoa Binh - Moc Chau expressway, the section in Son La province.

Specifically, in the land sector, the 2024 Land Law and 4 draft Decrees guiding its implementation have provisions to remove difficulties in Son La's agricultural and forestry land. However, there are no direct regulations on land that has been handed over to localities and land that agricultural and forestry farms have retained but have been equitized. With 98,000 hectares of land that have been granted certificates of protection forest land to households and individuals after adjusting the planning of 3 types of forests, currently, households and individuals have the need to change the purpose to other types of land, but the current Land Law as well as the revised Land Law do not have specific regulations.

The province also requested the Ministry of Natural Resources and Environment to provide comments on the regulations on the construction of surveying service prices of the Land Registration Office; and problems related to land recovery and land lease procedures in cases of termination of investment policies.

In the field of minerals, the province recommends that the Ministry of Natural Resources and Environment soon study and issue detailed regulations or instructions on techniques, methods, and ways to calculate illegal profits in the mineral sector. Consider delimiting small-scale, scattered mineral areas with the Tuong Phong - Tuong Tien and Na Luong coal mineral areas (Phu Yen district).

In the environmental field, it is recommended to issue the norms for collection, transportation and treatment of solid waste; unify the model, organization of activities and financial mechanism of the Environmental Protection Fund from the central to local levels. In particular, on March 2, 2024, the Prime Minister issued Decision 216/QD-TTg, decentralizing and assigning Son La as the competent authority for the Hoa Binh - Moc Chau Expressway Construction Investment Project, the section in the province; requesting the Ministry of Natural Resources and Environment to pay attention to appraising the Environmental Impact Assessment Report of the Project.

Along with that, Decree 73/2023/ND-CP dated September 29, 2023 of the Government stipulates on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good. The Ministry of Natural Resources and Environment is requested to study and guide localities in handling problems arising in the management of natural resources and the environment.

The province also proposed to remove the content of the inter-reservoir operation process in the Red River basin according to Decision 740 dated June 17, 2019 of the Prime Minister according to the provisions of law... to help the operation be more flexible, increasing the budget revenue for the locality.

As the headwater province of the Ma and Red River basins, with 18 inter-provincial river systems passing through, the Ministry of Natural Resources and Environment recommends that in the management of water resources and river basins, water pollution should be avoided to the downstream areas; Focus on forest protection to create a corridor to protect water resources, prevent flash floods, natural disasters, etc. As a border province with a large forest cover area, the leader of the Remote Sensing Department said that he is also ready to support Son La in warning of forest fires, detecting images that pose a threat to national security and defense, etc.

In his concluding remarks at the conference, Minister Dang Quoc Khanh acknowledged and congratulated the impressive results that Son La has achieved in the past time, aiming for sustainable and systematic development. The Provincial Party Committee Standing Committee has paid attention to doing a good job in planning and land use planning, ensuring synchronization, efficiency, infrastructure, and landscape, making sure that everything is done is solid and beautiful.

To do that, with any issues that the locality needs or has difficulties, the Ministry of Natural Resources and Environment will accompany and support timely resolution in the state management field that the Ministry manages.

According to Minister Dang Quoc Khanh, with the promulgation of the Land Law 2024, the Water Resources Law 2023, and the Environment Law 2020, Son La will have specific tasks such as developing a land price list, reviewing the origins of land that are in trouble; coordinating with the Vietnam Minerals Department to advise on zoning small-scale minerals; in the environmental field, there will be strong decentralization to localities, so the province is requested to complete the apparatus for the Department of Natural Resources and Environment to have enough resources and human resources to perform the tasks; The Minister also requested the province to develop policies to protect upstream forests, in addition to protecting water resources and limiting natural disasters, in the coming time, the carbon credit buying and selling market will be increasingly vibrant, so as a province with a large forest area, Son La needs to take the lead in this trend to increase profits; continue to pay attention to protecting water resources, preserving water resources to serve sustainable development goals...
