National Assembly changes the program of the 9th Session, has not yet approved the amendment of the Planning Law

On the morning of June 24, National Assembly delegates voted to approve the amendment and supplement to the program of the 9th Session of the 15th National Assembly with the vast majority of delegates participating in the vote in favor.

Presenting the report on adjusting and supplementing the session's agenda, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that the National Assembly Standing Committee proposed to add two contents for the Government to submit to the National Assembly for consideration and resolution in the Resolution of the 9th Session of the 15th National Assembly.

The first content is visa exemption for foreigners who are in special need of preferential treatment to enter Vietnam (according to Document No. 21/TTr-CP dated June 15, 2025 of the Government).

Second, the handling of debt collection sources of policy credit programs funded by the state budget that have expired at the Social Policy Bank (according to Document No. 511/TTr-CP dated June 12, 2025 of the Government).

Do not arrange for the National Assembly to pass the Law amending and supplementing a number of articles of the Law on Planning at the 9th Session of the 15th National Assembly so that agencies can continue to research, review and amend the Law on Planning in its entirety (according to Submission No. 569/TTr-CP dated June 23, 2025 of the Government);

Adjust the time for the National Assembly to consider and decide on the content of arranging sources to pay debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC) so that agencies can complete it according to the conclusion of competent authorities.

At the same time, arrange the time to carry out some specific contents of human resources work to ensure more reasonableness.

Accordingly, the National Assembly Standing Committee plans to adjust the implementation time for a number of other related contents accordingly.

Vice Chairman of the National Assembly Nguyen Khac Dinh said that due to the current arrangement of local governments, the competent authority decided to postpone the comprehensive revision of the Planning Law. However, some urgent issues related to planning will be recorded in the General Resolution of the 9th Session for immediate resolution.

With the two additional contents, the Government has submitted a previous document and many delegates discussed it in the socio-economic discussion session, so it can be submitted to the National Assembly for consideration.
