After more than 3 weeks since the flash flood and landslide, we returned to the Muong Pon flood area, the scene was devastated, full of rocks and trash. The previously fertile fields, once the "rice fields, honey fields" of the farmers, were now filled with rocks and soil, making it impossible to continue farming. The concern of the people and the commune government is how to have fields and gardens for farming and production.

The family of Ms. Lo Thi Phong, Muong Pon 1 village is one of the households that suffered heavy losses due to flash floods and landslides. Previously, the family's food mainly came from rice cultivation, but after the flood, the rice fields were buried by rocks and debris. Ms. Phong said: "Without rice fields, I don't know how to produce food now. I hope the State and authorities will help the people in the village restore their land for production soon."

According to statistics, in the recent flood, Muong Pon commune had 571 households in the villages: Muong Pon 1, Tin Toc, Huoi Chan, Huoi Un whose production land was buried and washed away, with a total area of 123 hectares. Many households who lost their land are at risk of hunger as this crop has been completely lost. Previously, although farmers here had to work hard "selling their faces to the land, selling their backs to the sky", they basically ensured their daily food. Now that they no longer have land for production, they cannot work hard on the fields anymore.

A rice production area of Muong Pon people was completely buried by mud.

According to statistics of Dien Bien District People's Committee, out of the total 123 hectares of affected production land, 66.5 hectares were buried in large volumes, and people could not overcome them, including: Muong Pon 1 village has 36.3 hectares buried in soil and rocks from 3-8m; Linh village has 24.2 hectares buried in soil and rocks from 1-5m; Tin Toc village has 6 hectares buried in soil and rocks from 3-5m. The area of rice fields buried in small volumes of soil and rocks, and people can overcome them themselves is 48.5 hectares in the villages: Co chay 1 (1.74ha); Co chay 2 (4.8ha); Huoi Un (0.45ha); Huoi Chan 1 (4.1ha); Huoi Chan 2 (0.41ha); Pa Cha (0.06ha); Muong Pon 2 (over 16.3ha); Tin Toc (8.1ha); Linh village (over 12.5ha). Of which, 8 hectares of rice fields in Linh village were eroded and completely washed away by flood. In addition, at Na Un stream, due to prolonged rain, the strong flow caused serious erosion on both sides of the stream, with a high risk of affecting 15 hectares of people's fields.

Muong Pon is a purely agricultural commune, people's lives mainly depend on agricultural production (rice is the main crop), but floods have destroyed production land, significantly affecting food security in the coming time. In the immediate future, to stabilize people's lives and ensure food security, local authorities, agencies, organizations, and philanthropists have joined hands to support and donate rice, instant noodles, and other necessities. However, in the long term, it is necessary to quickly restore recoverable production land; for the washed away area, there should be a plan to arrange production land elsewhere for people.

Authorities and people overcome the consequences of flash floods.

According to information from the People's Committee of Dien Bien district, in order to ensure stable production for the people, the district is urgently implementing procedures to directly support households suffering losses in agricultural production according to Decision No. 21/2018/QD-UBND dated April 23, 2018 of the People's Committee of Dien Bien province. Accordingly, direct support for 571 affected households with a total cost of 866 million VND. Regarding livelihood development, support for commercial poultry farming models (chickens, geese, ducks, etc.) to create livelihoods for 395 households during the time when the cultivated land and production land are buried by soil and rocks and cannot be restored (cycle of 3 litters). Support for transporting part of the soil and rocks, support for leveling the surface layer to restore production in large areas of buried fields that people cannot fix themselves (66.5 hectares); Support rice planting model, land improvement, and rice field bank improvement after leveling and returning the field surface with an area of 115 hectares.

According to Mr. Lo Van Cuong, Director of the Department of Agriculture and Rural Development, for the production land area buried with a thickness of over 1m, people cannot fix it themselves. In the immediate future, the People's Committee of Dien Bien district will direct specialized agencies to coordinate with the provincial Department of Cultivation and Plant Protection to study the restoration plan. At the same time, it will propagate, guide and support households to change the crop structure to suit actual conditions. As for the area with light damage, people can fix it, the People's Committee of Dien Bien district will encourage people to proactively fix it; there will be a plan to mobilize forces to urgently fix the irrigation and drainage for production.

Dien Bien district Party Committee and government encouraged families who suffered losses in life, property, and productive land due to flash floods.

After the flood, initial support has been actively implemented, but in the long term, a suitable and fundamental plan is needed to restore production and livestock. The damage caused by floods in agricultural production cannot be restored overnight. In the immediate future, local authorities and organizations need to actively propagate and mobilize relatives who have lost their land to share their land with each other for food production. To ensure stability and longevity, specialized agencies need to urgently but thoroughly survey and assess the damage to develop and design effective recovery plans.
