The report said that immediately after Project 223 was issued, the Department of Culture, Sports and Tourism of Phu Tho province proactively organized to disseminate and deploy the Project's content to all cadres, coaches and high-performance athletes in the whole province for effective implementation.
Project 223 has been effective, the incentive policy has created positive motivation for coaches and athletes.
After 6 years of implementation, the Project has been effective. The mechanisms and policies on remuneration for coaches and athletes have been issued, creating positive motivation and promoting the development of high-performance sports in the locality.
Sports achievements have been improved, demonstrated through results, many athletes have been awarded level I titles, national masters, were called up to the national team, participated in competitions and won medals at international sports tournaments.
Specifically, from 2019 to 2025, the total number of athletes trained centrally is 3,698 athletes, including: 998 provincial team athletes, 1,628 youth team athletes, 1,072 gifted team athletes. The number of athletes trained annually remains stable, with a positive shift in quality, with the proportion of provincial team and youth team athletes accounting for the majority of the total.
In the recent period, Phu Tho province has had a total of 281 athletes called up to participate in training sessions with national teams and national youth teams. This not only shows the development of the athletes’ professional level, but also the recognition of the national teams for the province’s sports talent.
Phu Tho province's athletes won a total of 2,188 medals at national sports competitions, including: 630 gold medals, 595 silver medals, and 963 bronze medals. The year 2024 recorded the highest number of medals with 469 medals, showing a strong development in the performance of the province's athletes.
In the international arena, Phu Tho province's athletes won 238 medals, including: 113 Gold medals, 74 Silver medals, 51 Bronze medals. In particular, in 2024, they achieved outstanding results with 88 medals, including 49 Gold medals, demonstrating the progress in integration and international reach of the province's sports.
However, in addition to the advantages, there are still certain limitations. According to the report from the Department, some contents in the Project are no longer suitable for the practical situation and need to be reviewed, adjusted and supplemented to meet new requirements.
The implementation of some specific mechanisms and policies still faces many difficulties due to the lack of specific regulations on attraction regimes and remuneration. In addition, there are no detailed instructions on the criteria for selecting beneficiaries of the Project's policies; the association and signing of cooperation agreements with foreign sports training facilities face difficulties due to the lack of mechanisms and the limited foreign language skills of coaches and athletes.
Socialization in the field of sports talent training is still limited; some specific activities do not have clear financial standards.
In the coming time, the provincial Department of Culture, Sports and Tourism proposes to amend Project 223 in the direction of expanding the subjects and flexible costs. Directing relevant agencies to facilitate procedures, mechanisms and policies for international cooperation in sports training.
Propose to consider adjusting and expanding the scope of technical staff, training support staff, and foreign experts. Develop software to evaluate results in training and coaching. Issue specific guidelines on selection criteria; Provide technical support for on-site training models in localities./.
