Department of Home Affairs 3rd advanced typical conference

In the period of 2020 - 2025, the Department of Home Affairs seriously implemented the directions of the Ministry of Home Affairs , the Provincial Party Committee and the Provincial People's Committee, focusing on effectively implementing the resolutions of the Party Congresses at all levels. The whole sector actively responded to the patriotic emulation movement, achieved many outstanding achievements, contributing significantly to the overall development of the province.

Special attention was paid to the organization of the apparatus and administrative reform; effective implementation of Resolution No. 18, 19-NQ/TW; review and stabilization of the organization after the merger; promote decentralization and delegation of power. During the period, 700 job position projects for cadres, civil servants and public employees at all levels were completed. At the same time, management software was deployed and a database was built for 21,500 civil servant records in the province. From 2023 to 2024, the increase in basic salary for civil servants and employees was implemented promptly.

Regarding labor and employment, the Provincial Party Committee's Staff Department issued 10 documents, the Provincial People's Committee issued 45 directive documents. Organized 299 propaganda conferences, with more than 15,000 attendees; supported job creation for 33,927 workers, contributing to reducing the unemployment rate in urban areas from 2.59% (in 2020) to 2.40% (in 2024), reaching 100% of the plan.

The election and administrative management of boundaries were successfully implemented; advising on the good organization of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, ensuring safety, compliance with the law, and sufficient number of delegates. At the same time, completing the establishment of administrative boundary maps, classifying 38 new administrative units and arranging and merging 161 communes down to 56 communes in accordance with the Central direction.

In particular, in the emulation and reward work, the Department of Staff issued the Emulation and Reward Regulations in accordance with the Law on Emulation and Reward in 2022; developed a resolution on the Commemorative Medal "For the cause of building and developing Cao Bang province". The PTTDs were widely launched, associated with the political tasks of each agency and unit. From 2021 to present, the Provincial People's Committee and the Chairman of the Provincial People's Committee have commended 8,550 collectives, individuals and households. State-level commendation of 266 collectives and individuals.

At the same time, the Department deployed many thematic campaigns such as: "The whole country joins hands to build new rural areas"; "For the poor - No one is left behind"; "Proactively prevent natural disasters, build safe communities"; "Cadres, civil servants and public employees compete to practice office culture"; "Competition in administrative reform associated with digital transformation in the period 2021 - 2025"...

With outstanding achievements in the past 5 years, the Department of Home Affairs was honored to receive the Second Class Labor Medal from the President, the Emulation Flag from the Government, and many Certificates of Merit from the Minister of Home Affairs and the Chairman of the Provincial People's Committee.

At the conference, the Department of Home Affairs launched the emulation campaign for the period 2025 - 2030, calling on all civil servants, public employees and workers to actively respond and effectively implement the patriotic emulation campaign, with the spirit of "Solidarity - Creativity - Discipline - Responsibility - Emulation to excellently complete assigned political tasks", contributing to building the Department of Home Affairs increasingly clean, strong and modern. The emulation campaign focuses on the following key contents: innovation in emulation; discovering, fostering and replicating advanced models; performing well political and professional tasks; implementing administrative reform and digital transformation; building a team of "professional, disciplined, responsible, dynamic and creative" cadres, civil servants and public employees.

On this occasion, 3 collectives and 2 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee; The Director of the Department of Home Affairs awarded certificates of merit to 4 collectives and 23 individuals with outstanding achievements in the period of 2020 - 2025.
