The Ministry of Education and Training has just issued Circular 15/2025/TT-BGDDT dated July 24, 2025 of the Ministry of Education and Training guiding the functions, tasks and powers of the Department of Education and Training under the People's Committees of provinces and centrally run cities and the Department of Culture and Social Affairs under the People's Committees of communes, wards and special zones of provinces and centrally run cities in the field of education and training.
Accordingly, one of the most notable points is that the Circular stipulates that the Department of Education and Training is responsible for implementing the provisions of the Law on Teachers, relevant legal provisions and decentralization of the provincial People's Committee regarding the recruitment, reception, mobilization, secondment and transfer of teachers, educational institution managers, civil servants and employees in public educational institutions in the province.
The Department of Education and Training is responsible for managing, using, changing professional titles, training, fostering, and evaluating teachers, educational institution managers, civil servants, and employees in public educational institutions in the province.
Regarding job positions, the structure of civil servants and public employees according to professional titles and civil servant payroll, the number of people working in public service units, the Department of Education and Training decides according to decentralization or submits to the Chairman of the Provincial People's Committee to decide on approval of job positions, adjustment of job positions and the structure of civil servants according to professional titles in public educational institutions under its management; management of job positions, civil servants according to professional titles and the number of people working in educational institutions in the province.
The Department of Education and Training is responsible for ensuring sufficient staffing for education management, sufficient number of employees receiving salaries from the state budget, and the number of labor contracts according to the approved job position plan, meeting the conditions for ensuring education quality, being accountable for education activities, education quality, managing the staff, employees and learners, and implementing education development policies under its management authority.
The Department of Education and Training has the right to decide to assign and adjust the number of employees receiving salaries from the state budget for public educational institutions in the province within the total number of employees approved by the Provincial People's Council according to regulations.
The Department of Education and Training shall decide according to decentralization or submit to the Chairman of the Provincial People's Committee for decision on regular salary increases, early salary increases, and regimes and policies on salaries, allowances, bonuses and other regimes and policies as prescribed for civil servants and contract workers in educational institutions under its management authority as prescribed by law and as prescribed by the Provincial People's Committee.
The Circular takes effect from July 24, 2025.
Delegating the right to recruit and mobilize teachers to the departments of education and training is expected to overcome the local shortage of teachers, one of the shortcomings that has existed for decades in the education sector.
