On the morning of July 31, Comrade Nguyen Minh Hung, Vice Chairman of the City People's Committee chaired a meeting to evaluate the performance of the city's culture, sports and tourism sector after the merger, and at the same time directed a number of key tasks from now until the end of 2025.
According to the report of the Department of Culture, Sports and Tourism, from the beginning of 2025 until now, the department has actively advised the city to successfully organize many major events such as: Con Son - Kiep Bac Spring Festival; Culinary Culture, Tourism and Trade Promotion Week 2025; 70th Anniversary of Hai Phong Liberation Day and the opening art program of the Red Flamboyant Festival - Hai Phong 2025. The department focused on completing urgent repairs of 14 relics, submitting technical and economic reports for 165 national and city-level relics, inventorying relics in the West... The city currently has nearly 4,000 relics, including 2 inter-provincial world heritages, 9 special national relics, 33 national treasures.
In the past 7 months, city athletes participated in 132 competitions, winning 568 medals; the tourism industry continued to recover, develop new products, successfully organized the Hai Phong Food Festival, the 2025 Golden Chef Competition...
At the conference, leaders of the Department of Culture, Sports and Tourism and its affiliated units proposed allocating funds to repair and upgrade many key cultural and artistic works, such as: City Theater, 1-5 Theater, Cong Nhan Theater, Le Van Tam Theater; receiving additional existing headquarters to serve as workplaces or organize community cultural activities; at the same time, proposing to return some facilities that are no longer suitable for their current functions.
Some units proposed adjusting the autonomous grouping, suggesting switching to a group with a higher level of support to suit the characteristics of traditional art; proposing adjusting the rate of revenue retention from relics, supplementing funds for organizing large-scale festivals, speeding up the repair and restoration of relics and exhibition spaces; perfecting specialized technical standards...
Regarding organizational structure, recommendations revolve around adding professional human resources, especially actors, to performing arts units; adjusting contract mechanisms for coaches and high-performance athletes.
After listening to reports, proposals and opinions of relevant departments and branches, in his concluding remarks at the conference, Vice Chairman of the City People's Committee Nguyen Minh Hung highly appreciated the efforts of the culture, sports and tourism sector in the early stages after the merger, especially in receiving a huge amount of heritage and successfully organizing many major events. He requested the Department of Culture, Sports and Tourism to closely follow the program of the City Party Committee and the Standing Committee of the City Party Committee related to the fields of culture, sports and tourism; at the same time, focus on a number of key tasks such as: reviewing and perfecting the organizational system, ensuring effective and efficient operations, in accordance with the new management model; retaining facilities with good operating capacity, serving the people; coordinating with departments and branches to review facilities and public assets, as a basis for proposing to receive new headquarters; specifically assessing each redundant headquarters, having a plan to convert functions.
Regarding policies, the Vice Chairman of the City People's Committee requested the industry to carefully check the records of retirement according to Decrees 178 and 64 to handle them in accordance with regulations. Regarding autonomous public service units, the Department of Culture, Sports and Tourism proactively coordinates with the Departments of Finance and Home Affairs to review, ensure consistency and promote a substantive autonomous mechanism, associated with the preservation of traditional cultural values...
Regarding major tasks from now until the end of 2025, comrade Nguyen Minh Hung noted that it is necessary to prepare well for the tasks of the industry such as: participating in the 80th National Day Exhibition; organizing the Con Son - Kiep Bac Autumn Festival associated with the newly recognized world cultural heritage event, ensuring scale and depth; carefully preparing the celebration work to serve the 17th City Party Congress, the City People's Committee Party Congress and supporting grassroots party congresses...
Regarding the long-term goal of building “Hai Phong - City of Music”, he affirmed that this is a major cultural strategy, requiring the promotion of intangible heritage values, unique traditional arts, to ensure distinctiveness and focus on key investments. Along with that, it is necessary to strongly implement the overall communication project on heritage tourism, aiming to welcome tourists in the coming time. The culture, sports and tourism sector continues to promote internal strength, innovate thinking, increase proactiveness, focus on leading and practical tasks; consolidate human resource organization, streamline, be effective, ready for the new development stage after the merger.
