Mr. Pham Chanh Trung - Head of the Ho Chi Minh City Population Department - said that from December 21, 2024 (the time when Resolution 40 of the Ho Chi Minh City People's Council takes effect), Ho Chi Minh City has made a list of about 6,500 women who gave birth to 2 children before the age of 35 to receive a subsidy of 3 million VND.
And from September 1, 2025, women in Ho Chi Minh City who give birth to 2 children before the age of 35 will receive 5 million VND in support from the city according to Resolution 32 of the City People's Council that has just been issued. Ho Chi Minh City is implementing this policy.
More than 6,500 women giving birth to 2 children in Ho Chi Minh City have been supported.
According to Mr. Trung, Resolution 32 stipulates that women who give birth to two children before the age of 35 will receive a one-time cash support of 5 million VND. The policy will take effect from September 1, 2025.
That means women who give birth to their second child from September 1, 2025 onwards, if they are still under 35 years old (based on date, month, year of birth), will be eligible for the policy.
"The policy only applies from this time frame and does not apply to previous births," Mr. Trung emphasized.
Many readers wonder: "Previously, Ho Chi Minh City had a policy of supporting 3 million VND for women who gave birth to 2 children before the age of 35. Now that it has increased to 5 million VND, will those who have received 3 million VND receive an additional 2 million VND to equal the new level?"
Mr. Trung said that the support policy is regulated according to each resolution of the City People's Council at different stages, and each stage will have its own level, not cumulative.
According to Resolution 40 issued on December 11, 2024, women who give birth to 2 children before the age of 35 in Ho Chi Minh City (before the merger), if they give birth to a second child between December 21, 2024 and August 31, 2025, will receive a support of 3 million VND.
This policy only applies to Ho Chi Minh City area before the merger, not to Binh Duong and Ba Ria - Vung Tau .
From September 1, 2025, the entire Ho Chi Minh City after the merger will apply the new level of 5 million VND according to Resolution 32.
Specific support level calculated based on the time of birth of the second child
Some cases that have just submitted applications for support but have not received the money also ask the question "will it be calculated according to the new level of 5 million VND?".
Regarding this, Mr. Trung said that the applications will continue to be received, reviewed, and assessed according to regulations. However, the specific level of support will be based on the time of the second child's birth.
If it falls between December 21, 2024 and August 31, 2025, the support level is 3 million VND. If the second child is born from September 1, 2025 onwards, the support level is 5 million VND.
"People need to pay close attention to the timelines to know which category they belong to. This helps avoid confusion when filling out paperwork, as well as ensures that the policy is implemented correctly, fairly and transparently," said Mr. Trung.
Policy beneficiaries can go to the People's Committee of the ward, commune, or special zone and receive support and guidance from the civil servant in charge of health and population work at the Department of Culture and Society to complete the documents proving eligibility for policy support.
After 15 working days from the date of receiving the complete application, the population department at the commune-level cultural and social office will verify and verify the accuracy of the information. If the policy beneficiaries are identified correctly, they will submit to the Chairman of the People's Committee of the ward, commune, or special zone to issue a decision on support payment and implement the support payment according to regulations.
According to the Ho Chi Minh City Department of Population, the new policy is one of many solutions to encourage people to have two children in the context of Ho Chi Minh City's birth rate continuously being the lowest in the country.
