On June 16, the Traffic Police Department announced that the National Assembly had passed a resolution on the arrangement of provincial administrative units, reducing the number of provinces and cities from 63 to 34. The Traffic Police Department proposed to the Ministry of Public Security on the registration of vehicle license plates as follows:
License plates of localities remain the same. For merged localities, license plates are the license plates of the localities before the merger.

For example, for Hai Phong City, vehicle license plates will include the following numbers: 15, 16, 34. Ho Chi Minh City will have license plates 41, 50, 51, 42, 53, 54, 55, 56, 57, 58, 59, 61, 72…
According to the Traffic Police Department, people can continue to use vehicle registration certificates and license plates issued before July 1, 2025 without having to exchange or replace them.
Organizations and individuals can choose to register their vehicles at the commune-level police station in the province or city where the vehicle owner resides or is headquartered.
The merger does not affect the rights of people related to vehicle registration.
6 cases where documents related to vehicles and license plates must be changed or replaced include: Vehicle registration certificate, license plates that are blurred or damaged; Vehicles that have been modified; Vehicles that have changed paint color; Vehicles that have been registered and issued with white-background license plates with black letters and numbers will be changed to yellow-background license plates with black letters and numbers and vice versa.
Change vehicle owner information or vehicle owner needs to change vehicle registration certificate to new address; Vehicle registration certificate has expired; Vehicle owner needs to change short license plate to long license plate or vice versa.
